Mayor Touhey called to order the special meeting of the West Covina City Council at 6:05 pm in the
City Manager's Conference Room, City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Mayor Pro Tern Herfert, Councilmembers: Miller,
Sanderson, and Wong (arrived at 6:12 pm)

CLOSED SESSION Mayor Touhey commenced the closed session at 6:05 pm to
