12-18-2002 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL DECEMBER 18, 2002 Mayor Touhey called to order the special meeting of the West Covina City Council at 8:27 pm in the Community Room at City Hall, First Floor, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Touhey, Councilmember Miller, Councilmember Wong Absent: Mayor Pro Tem Herfert, Councilmember Sanderson Others Present: City of West Covina: Pasmant, Chung, Freeland, Greene, Wills, Tompkins, Morgan, Chaparyan, Martinez, Bommarito, Berry County of Los Angeles: Supervisor Michael Antonovich, Gomez, Proano, Hensley PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered. MEETING WITH SUPERVISOR MICHAEL ANTONOVICH i" After the welcome and introductions, Supervisor Antonovich briefed the attendees on the budgetary situation at the state and County level; although, information would be more forthcoming in January. On behalf of several City departments, Administrative Analyst Chris Freeland thanked the Supervisor and his staff for assistance given with several projects and programs: i.e. property maintenance/ zoning/land use/coyote control, etc. in the areas adjacent to the City's boundaries; grant applications; and the scheduling and funding of the Household Hazardous Waste Round -ups, particularly the one held during the City's Clean -Up Month. Mayor Touhey narrated a PowerPoint presentation highlighting the City's current projects. Supervisor Antonovich felt the presenta- tion was quite comprehensive and suggested that it be aired on the City's cable channel. Ms. Phyllis Young of the Los Angeles County Library expressed her appreciation for refurbishing the West Covina Branch library and allocating funds to maintain the hours of operation. Pendin-Programs/Proiects Connective Trails i Community Services Department Administrative Analyst Armine Chaparyan, specializing in grant writing, discussed recent funding received, as well as pending grants, for equestrian/bicycle/hiking trails that would connect Galster Park with the upcoming Sportsplex on the BKK Landfill site and trails in the City of Walnut. She noted that the Schabarum and Skyline trails near Galster Park, . under the auspices of the County Parks System, would also be an integral part of the trail system. Council N inutcs of 12/18/02 Street and Median Projects Public Works Director/City Engineer Shannon Yauchzee gave a brief overview of street paving and median upgrading currently under way on several streets abutting County boundaries. He asked about the possibility of scheduling the City and County's street projects to coincide, alleviating the need to rip streets apart istwice. Supervisor Antonovich was supportive of the idea and asked for comments from the County's Public Works represen- tative Pat Proano. Mr. Proano stated that it is workable; however, the County needs to be informed in advance to place projects in the budget to allocate funds. From there it is just a matter of a joint agreement for the work to be done. Mr. Proano also mentioned that he expects the County Public Works Department to take a heavy hit from the State in its efforts to balance the state budget. MTA Funding Community Services Department Administrative Analyst Anthony Martinez, specializing in transportation, discussed the Green Line shuttle service connecting the southern portion of West Covina with the northern portion. Matching funds received through Proposition C provided this expansion of the shuttle services. The Proposition C funds will expire on June 30, 2003 at which time the City will be fully responsible for the program. Supervisor Antonovich thanked the City for its hospitality and the slide presentation and reiterated his suggestion to present it to the community.
