12-10-2002 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL DECEMBER 10, 2002 Mayor Touhey called to order the special meeting of the West Covina City Council at 6:33 pm in the • City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Touhey, Mayor Pro Tern Herfert (arrived at 6:55 pm), Councilmembers Miller, Sanderson Absent: Councilmember Wong Others Present: Pasmant, Alvarez-Glasman, Fields, Yauchzee PUBLIC COMMENT ON ITEMS ON THE AGENDA Rick Richmond Rick Richmond from the Alameda Corridor -East Construction Authority addressed the City Council on the gas pipeline and easement issues for the project. Bruce Armistead, anther Authority representative, was present to respond to questions if need be. CLOSED SESSION Mayor Touhey commenced the closed session at 6:45 pm to consider the following matter: Councilmember Herfert arrived at 6:55 pm. CONFERENCE WITH REAL PROPERTY NEGOTIATORS Pursuant to Government Code § 54956.8 Property: Valley Boulevard/Nogales Street vicinity Agency Negotiators: Pasmant, Alvarez-Glasman, Yauchzee Negotiating Parties: Ace Construction Authority Under Negotiation: Price and/or terms of payment Recess Mayor Touhey recessed the City Council closed session portion of the meeting at 7:05 pm to consider the Redevelopment Agency closed session items. The City Council reconvened at 8:35 pm in the Management Resource Center to consider the following scheduled open meeting item below. OPEN SESSION Reporting Out from Closed Session City Attorney Alvarez-Glasman reported the following: that all members of the City Council were present for the closed session except Councilmember Wong; that the one item scheduled for discussion was discussed and no final action was taken. • ALAMEDA CORRIDOR -EAST CONSTRUCTION AU- THORITY HAS REQUESTED A GRANT OF EASEMENT FOR UTILITY PURPOSES IN FAVOR OF SANTA FE PIPELINE PARTNERS Location: Nogales Avenue and Valley Boulevard City Attorney Alvarez-Glasman briefly identified the subject matter before the City Council. k Council Minutes of 12/10/02 City Attorney Alvarez-Glasman presented: Resolution 2002-124 RESOLUTION NO. 2002-124 — A RESOLUTION OF THE CITY Grant easement COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT OF EASEMENT IN FAVOR OF SANTA FE PIPELINE PARTNERS (SFPP) • Motion by Miller and seconded by Herfert to waive further reading of the resolution and adopt.
