WEST COVINA CITY COUNCIL
NOVEMBER 5, 2002
Mayor Touhey called to order the special meeting of the West Covina City Council at 6:21 pm in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Mayor Pro Tern Herfert, Councilmembers Miller,
Sanderson, and Wong
Others Present: Pasmant, Alvarez-Glasman, Greene, McIsaac, Yauchzee, Fields
PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered.
CLOSED SESSION Mayor Touhey commenced the closed session at 6:21 pm to
discuss the following matters:

(Request to join in Amicus Brief)
CONFERENCE WITH LEGAL COUNSEL —

Significant exposure to litigation: one potential case.
PUBLIC EMPLOYEE EMPLOYMENT
Pursuant to Government Code § 54957

Title: City Manager
City Attorney Alvarez-Glasman stated that a matter has come up
since the posting of the agenda for this closed session that needs to
be discussed and to do so would require a 2/3 affirmative vote of
the City Council. It would be anticipated litigation pursuant to
Government Code 54956.9(b) — once case.
Motion by Herfert and seconded by Sanderson to add the
item to the agenda for discussion. Motion carried 5-0. The
Council received a briefing from the City Attorney.
The closed session concluded at 7:20 pm.
