SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
OCTOBER 16, 2002
• Mayor Touhey called to order the special meeting of the West Covina City Council at 7:15 pm for a
town hall meeting at the Bridgecreek Retirement Residence located at 3601 E. Holt Avenue, West
Covina. Mayor Pro Tern Herfert led the Pledge of Allegiance.

and Wong
Absent: Councilmember Sanderson
Others Present: Pasmant, Nichols, McIsaac, Anderson, Yauchzee, Hatch, Wills,
Rodriquez, Boyd, Hitz, Berry
OPEN DISCUSSION Planning Director McIsaac presented slides of two proposed
developments for the east hills area and another one that was
recently approved by the City Council but not yet constructed:
* An eight -townhouse condominium complex at 3630 E.
Temple Way, directly across the street from Bridgecreek.
* A 46 single-family home development on the north side of
Holt Avenue and east of Grand (this was approved by
Council on September 17)
* A 38-townhouse condominium complex at 3480 E. Temple
Way adjacent to the north side of the Regent Senior Living
facility.
Mr. McIsaac concluded his presentation, reporting on
improvements that have been made at Eastland and Restaurant
Row.
Mayor Touhey opened the discussion for comments and concerns
from the citizens. He stated that no actions could be taken by
Council at this meeting, but citizen input was very valuable to the
Council and that was the purpose of the meeting.
The citizens in attendance had several questions and raised a lot
of concern about the increase in traffic that would accompany the
new developments on an already busy Holt Avenue. Parking can
also become problematic in the neighborhood and they stated the
need for adequate parking. Other concerns included a) the pos-
sibility of freeway widening impacting the neighborhood, b) noise
from trucks, c) traffic on Holt increasing due to Mt. SAC and Cal
Poly students as well as vehicles using Holt to bypass the freeway,
d) air pollution, e) increased traffic next to the equestrian trails, f)
and developments infringing on open spaces and the county feel to
Holt Avenue. Several residents strongly opposed the proposed 38-
• unit development.
Public Works Director/City Engineer Yauchsee reviewed public
improvements made in the area over the past year. Questions
regarding sidewalks and the location of equestrian trials were
raised.
Community Services Director Hatch reviewed programs of interest
to seniors, senior discounts, and upcoming community events.

The meeting was concluded with comments by the City Council -
members. They expressed appreciation to the residents for
attending the meeting and expressing their concerns about the east
hills area and the proposed developments.
Motion by Miller and seconded by Herfert to adjourn the meeting
at 8:50 pm. Motion carried 4-0.
