10-09-2002 - Special Meeting - Minutes• • MINUTES SPECIAL MEETING WEST COVINA CITY COUNCIL OCTOBER 9, 2002 Mayor Touhey called to order the special meeting of the West Covina City Council at 7:00 pm in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Touhey, Mayor Pro Tem Herfert, Councilmembers Miller, Sanderson, Wong Others Present: Pasmant, Alvarez-Glasman, Wills CLOSED SESSION Mayor Touhey commenced the closed session at 7:00 pm to discuss the following matter: CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION Pursuant to Government Code § 54956.9(b) One case. The closed session concluded at 7:10 pm. At this time the City Council convened in the City Hall Council Chambers on the First Floor for the scheduled open session item. OPEN SESSION Mayor Touhey called to order the open session at 7:15 pm, noting that all Councilmembers were present. Council decided to hear comments from the audience after the presentation. MEGAN'S LAW, REGISTERED SEX OFFENDERS Police Chief Wills gave a power point presentation relative to Megan's Law, registered sex offenders, and available information to residents regarding sex offenders: age, sex, physical des- cription (including tattoos, body piercing, etc.), approximate residential location, and photograph. Information can be obtained through the county's website htto://oismao.co.1a.ca.us/sots/default.htm and the public computer in the lobby of the Police Department. He also discussed the current situation that brought this subject matter to light. The following individuals addressed Council regarding the importance of keeping the community informed and the need to keep all children safe. Greg Young Marie Bryan Ronda Forgette Council commented individually and concurred on several points: * The need to work with state legislators in strengthening Megan's Law and other relative laws (ie: those dealing with timely transmission of information from one law enforcement agency to another). * Voicing objection to the early release from prison for sex offenders. They should serve their full term. Council Minutes of 10/9/02 * Directing the Police Department to include the City Council in the circulation of flyers whenever a sex offender is released into the City. • Motion by Herfert and seconded by Sanderson to direct staff to report back in about thirty days on the status of the conditions of Mr. Conklin's parole conditions as discussed by the Police Chief, receive a report as to the Brown Act requirements as they relate to Councilmembers calling and attending community meetings, distribute a follow-up letter to the same residents that received flyers last week, and prepare letters for Council signatures to the state legislators.
