SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
May 23, 2002
• Mayor Touhey called to order the special meeting of the West Covina City Council at 7:18 pm in the
Community Room, located on the first floor of City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Councilmembers: Miller, Sanderson, Wong
Absent: Mayor Pro Tern Herfert
Others Present: Pasmant, Fields, Freeland, Alvarez-Glasman, Urban, Bommarito,

PUBLIC COMMENT ON ITEMS ON THE AGENDA
John Scheuplein, 1800 Aroma #247, suggested a policy be
developed that would enable departments with commissions to
budget for commissioners attending conferences, a travel budget
for the commissions, and require the commissioners to attend
specific conferences as part of their tenure on the Commission.
APPLYING FOR THE URBAN FORESTRY GRANT PROGRAM
City Manager Pasmant elaborated on the staff report.
City Clerk presented:
Resolution 2002-59 RESOLUTION NO. 2002-59 — A RESOLUTION OF THE
Urban Forestry Grant CITY COUNCIL OF THE CITY OF WEST COVINA, CALI-
FORNIA, APPROVING THE APPLICATION FOR FUNDS FOR
THE URBAN FORESTRY GRANT PROGRAM AS PROVIDED
THROUGH PROPOSITION 12 FUNDING
Motion by Miller and seconded by Wong to waive further
reading of the resolution and adopt. Motion carried 4-0.
PROPOSED FY 2002/2003 BUDGET STUDY SESSION
City Manager Pasmant introduced the study session for the
evening, noting that a Council "Wish List' has already been started
with one item. As other items are offered during the evening, they
will be added.
Councilmember Sanderson spoke to the first item, as she
was the one to offer it: Lobby Area Improvements.
The City Council received brief budget presentations for the
upcoming fiscal year from the following Department Heads:
is Artie Fields — Elected/Appointed
Tom Hatch — Community Services
The budget for Community Services generated several
Council questions to which Mr. Hatch replied.
Tom Bachman — Finance
Doug Mclsaac — Planning
Artie Fields — General Administration

Mayor Touhey gave the audience another opportunity to address
the City Council and no one spoke.
Motion by Miller and seconded by Sanderson to adjourn the
meeting at 8:30 pm. Motion carried 4-0.
