SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
MAY 14, 2002
. Mayor Touhey called to order the special meeting of the West Covina City Council at 6:15 pm in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Mayor Pro Tem Herfert, Councilmembers Miller,
Sanderson, Wong
Others Present: Pasmant, Fields, Adams
PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered.
CLOSED SESSION Mayor Touhey commenced the closed session at 6:30 pm to
discuss the following matter:
CONFERENCE WITH LABOR NEGOTIATOR: Adams
Pursuant to Government Code § 54957.6
* West Covina Police Management
* West Covina Police Officers' Association
Location change At 6:55 pm the City Council concluded the closed session item and
convened in the Community Room on the First Floor of City Hall
to commence the study session.
STUDY SESSION — FY 2002/2003 BUDGET STUDY SESSION — COMMUNITY ROOM
At 7:00 pm Mayor Touhey called to order the study session in the
Community Room on the First Floor at City Hall.
ROLL CALL Mayor Touhey, Mayor Pro Tern Herfert, Councilmembers Miller,
Sanderson, Wong
Others Present: Pasmant, Fields, Freeland, Greene, Samaniego, King, Orta, Hatch,
Yauchzee, Dominguez, Gardner, Petty, Adams, Swink, Hernandez,
Palkhiwala, Loveday, Durbin, Berry
Oral Communications Mayor Touhey asked for comments from the audience on the
subject matter for the study session. No one addressed Council.
Reporting Out Deputy City Attorney Adams reported that the City Council met in
closed session to discuss labor negotiations and no agreement had
been reached; therefore, nothing further was reportable.
Introduction City Manager Pasmant introduced Tom Bachman, the new Finance
0 Director who just started work on Monday.
FY 2002/2003 Budget City Manager Pasmant gave a Power Point presentation of the
following aspects of the proposed FY 2002/2003 budget:
* Expected General Fund Revenues - $36,017,120
* Ten-year history of
* General Fund revenues

* Sales Tax receipts
* Vehicle in Lieu Fee receipts
* Property Tax receipts
* Franchise Tax receipts
Councilmember Wong asked for the breakdown of the
• various franchise tax receipts. Controller Swink responded
that that information was available, but it was upstairs. He
would provide it as soon as possible.
* Proposed Fund Expenditures broken down by departments,
totaling $37,943,813: 78% ($29,544,449) in personnel costs and
22% ($8,394,364) in materials and services.
* Preliminary Estimated Three Year General Fund Pro-
jections revealed the financial challenges through FY 2004/05 and
budgetary scenarios that could affect those budgets.
The City Council received brief budget presentations for the
upcoming fiscal year from the following Department Heads:
Janet Berry — Office of the City Clerk
Clay Durbin — Communications Department
Steve Samaniego — Environmental Management
Richard Greene — Fire Department
Frank Wills — Police Department
Shannon Yauchzee — Public Works
Mayor Touhey 64fered another opportunity to the audience to
address Council with comments and no one spoke.
ADJOURNMENT Motion by Miller and seconded by Herfert to adjourn the meeting
at 8:14 pm. Motion carried 5-0.
