MINUTES
SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
MAY 7, 2002
Mayor Touhey called to order the special meeting of the West Covina City Council at 6:00 pm in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Mayor Pro Tern Herfert, Councilmembers Miller,
Sanderson (arrived at 6:03 pm), Wong
Others Present: Pasmant, Alvarez-Glasman, Fields, Hoppe, Garman, Swink,
Adams, Straatsma
PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered.
CLOSED SESSION Mayor Touhey commenced the closed session at 6:00 pm to
consider the following matters:
CONFERENCE WITH LEGAL COUNSEL —
POTENTIAL LITIGATION
Pursuant to Government Code § 54956.9(b)
One case
Councilmember Wong stated that he would abstain from
participating in the discussions regarding the next issue: the Three
Valleys Metropolitan Water District, due to a potential conflict of
interest.
CONFERENCE WITH LEGAL COUNSEL —
EXISTING LITIGATION
Pursuant to Government Code § 65956.9(a)
* Three Valleys Metropolitan Water District v City of West Covina
* Bartlett v City of West Covina (workers comp case)
* Davis' v City of West Covina
Recess Mayor Touhey recessed this meeting at 6:25 pm to consider closed
session Redevelopment Agency items at this time. The items
above still remaining for discussion would be taken up at the
conclusion of the regular meeting. The City Council reconvened at
9:18 pm in the City Manager's Conference Room with all
members present at which time the following conference was
conducted
CONFERENCE WITH LABOR NEGOTIATOR — Adams
Pursuant to Government Code § 54957.6

* West Covina Police Management
* West Covina Police Officers' Association
Recess Mayor Touhey recessed the City Council meeting at 9:30 pm to
finish the items listed on the Redevelopment Agency closed
session agenda.
ADJOURNMENT Mayor Touhey adjourned the meeting at 10:07 pm.
isREPORTING OUT City Attorney Alvarez-Glasman reported that in the matter of
Davis' vs the City of West Covina, the City Council reached a
settlement by a 3-2 vote of the Council with Councilmembers
Miller and Wong voting no.
