04-16-2002 - Regular Meeting - Minutes0 MINUTES REGULAR MEETING OF THE WEST COVINA CITY COUNCIL APRIL 16, 2002 Mayor Touhey called to order the regular meeting of the West Covina City Council at 7:07 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. Reverend Nestor Rebong of St. Christopher's Church gave the invocation and Councilmember Miller led the Pledge of Allegiance. ROLL CALL Mayor Touhey, Mayor Pro Tern Herfert, Councilmembers Miller, Sanderson, Wong Others Present: Pasmant, Fields, Chung, Alvarez-Glasman, Freeland, Samaniego, Hernandez, Hoppe, Genovese, Shott, Wills, Hatch, Urban, Smilowitz, Tedesco, Greene, Palkhiwala, Berry APPROVAL OF MINUTES The following minutes were approved as presented: Special meeting of April 2, 2002 Regular meeting of April 2, 2002 ORAL COMMUNICATIONS Louis Fine Louis Fine, 110 S. Robin Road, thanked the City Council for adjourned the last Council meeting in memory of his wife who recently passed away. He read the condolence letter he received from Mayor Touhey. Recess Mayor Touhey announced that a recess would be taken at this time, due to technical difficulties. Something was happening to prevent the airing of the meeting on Channel 56 and until it was fixed the City Council would reconvene in the Council Chambers conference room to continue the closed session, which was cut short to start the regular meeting on time. The City Council reconvened at 7:40 pm with all members present. Don Carman Don Carman, 1238 Hollencrest Drive, read his letter to the editor of the Tribune in memory of Lillian Fine. PROCLAMATIONS Mayor Touhey proclaimed the month of May as West Covina Beautiful Month and presented the proclamation to Geneva Nixon, president of West Covina Beautiful. Mayor Touhey proclaimed the week of April 14 through April 20 as National Library Week and presented the proclamation to West Covina Branch Librarian Linda Siggins and Children's Librarian, Julie Sorenson. Mayor Touhey proclaimed April 21 as Girl Scout Day at Westfield Shoppingtown and presented the proclamation to Kathy Shaw, Customer Service and Marketing Director of Westfield Shop- pingtown West Covina. Ms. Shaw related the program and events scheduled for the day. Council Minutes of 4/16/02 PRESENTATIONS With the assistance of Police Chief Wills, Mayor Touhey recognized Reserve Sgt. Gene Johnson, retiring after 31 years of service to the City of West Covina. Sgt. Johnson received a Resolution of Commendation, a City tile, and a City plaque. Ms. Mila Alba, President of the Filipino American Alliance U.S.A. . and Terry Galzote, President of F.A.S.G.I. presented gifts to the Mayor and Mayor Pro Tem from the Philippines for their continued support of the Filipino community. David Teragawa, President of the East San Gabriel Valley Japanese Community Center, announced the First Annual Cherry Blossom Festival in West Covina. The festival is to be held at the Civic Center on May 5 from 9 am to 3 pm. Mayor Touhey presented a Certificate to Mr. Teragawa in honor of the First Annual Cherry Blossom Festival. Two cherry trees will be planted at the Civic Center. Assistant City Manager Fields introduced a five-minute video entitled "What's Happening in West Covina" and had it aired over the cablecast. ORAL COMMUNICATIONS (continued) Verna Lewis Verna Lewis, 1325 South Hills Drive, addressed Council as the Coordinator of the International Culture Exchange Program. She invited Council and the citizenry to attend their first Culture Festival and Parade scheduled for Saturday, April 20. Terry Galzote Terry Galzote, 742 N. Hartley Street, and Chris Alturas, 1728 Ca - Chris Alturas bana Avenue, both invited the City Council and the citizenry to attend and participate in a Sportsfest, scheduled for June I". Bert Hedlund Bert Hedlund, 317 Nora Avenue, presented brochures from the City of Arcadia concerning their Emergency Paramedic and Ambulance Services membership program, with the suggestion that the City of West Covina look into a similar program. Herb Redholtz Herb Redholtz, 2622 Altamira Drive, wished a speedy recovery to John Scheuplein who was in the hospital. He asked about the status of Welcome to West Covina monument signs at major entrances to the City, particularly one for the southern border on Azusa Avenue. Mayor Touhey requested staff to contact Supervisor Molina's office about landscaping along the southern portion of Azusa Avenue. Royal Brown Royal Brown, 2153 Aroma Drive, reminded everyone that the next Waste Management/Environmental Quality Commission meeting will have EPA representatives there to speak on BKK. He suggested benches on the outside of the Community Room for people who arrive early and the doors are locked. HEARINGS No hearings scheduled for this meeting. Miscellaneous — Community Services Dial -A -Ride Agreement with Los Angeles County Dial -A -Ride w County of L.A. Recommendation is to authorize the City Manager and City Clerk to execute a two-year agreement with Los Angeles County for the City of West Covina to provide Dial -A -Ride services for the county from July 1, 2002 to June 30, 2004. MAYOR'S REPORTS Annual Appointments of City Council Representatives to Other Agencies Mayor Touhey presented the staff report. Councilmember Wong requested staff to check the composition of the Mosquito Abatement District's Board and see whether or not an alternate designation is allotted. If an alternate is required, he would serve on the Board. If an alternate is not required, the listing would so indicate. Councilmember Miller noted that the representatives for the S.G.V. Council of Governments weren't changing from last 5 Council Minutes of 4/16/02 year, and therefore a resolution wasn't necessary. Council concurred on foregoing the adoption of a resolution. Motion carried 5-0. Council Requests 1. Councilmember Herfert requested staff to look into implementing a City Shuttle Bus stop at the Post Office. 2. Councilmember Herfert requested a report regarding code enforcement problem in the La Sena Avenue area. 3. Councilmember Herfert asked if buses can stop anywhere along the route or must they stop at the designated bus stops. 4. Councilmember Sanderson favored a suggestion made earlier by a citizen to install benches or chairs outside the sliding glass doors in the event someone arrives early and the doors are still locked. On another matter, Mayor Touhey introduced Rowland Unified School District Board of Trustee Roger Hernandez, attending this evening's Council meeting.
