03-19-2002 - Regular Meeting - MinutesC, is MINUTES REGULAR MEETING OF THE WEST COVINA CITY COUNCIL MARCH 19, 2002 Mayor Wong called to order the regular meeting of the West Covina City Council at 7:35 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. Pastor Kelly Dupee of Faith Community Church gave the invocation and Councilmember Herfert led the Pledge of Allegiance. ROLL CALL Mayor Wong, Mayor Pro Tern Touhey, Councilmembers Herfert, Miller, Sanderson Others Present: Pasmant, Alvarez-Glasman, Greene, Fields, Hoppe, Freeland, Bommarito, MacDonald, Galvez, Samaniego, Hatch, Wills, Tedesco, Gonzalez, Berry APPROVAL OF MINUTES The following minutes were approved as presented: Special meeting of March 5, 2002 Regular meeting of March 20, 2002 ORAL COMMUNICATIONS Royal Brown Royal Brown, 2153 Aroma Drive, reminded the audience that a meeting has been scheduled to discuss the Parole Office on Badillo Avenue. The meeting will be held at Monte Vista School on March 26, 2002. Victoria Cortez Victoria Cortez, 963 W. Badillo Street, Covina, spoke on behalf of SCIL (Services Center for Independent Living). She thanked the City Council for the City's past support of SCIL. HEARINGS No hearings scheduled for this meeting. Claimant is seeking reimbursement for personal property that was destroyed by the West Covina Police Department. On January 22, 20002 the City Clerk's Office received an application for leave to present a late claim from Gloria Inclan for personal injuries. The amount of claim had not been determined at time of presentation. (The remaining $151,557 will be considered separately in an upcoming report.) 2) Approve the continued participation in the FAST (Foothill Air Support Team) Helicopter JPA and authorize the payment of $66,440 to the Pasadena Police Department from 155-320-2110-7160. Miscellaneous — City Manager's Office Parole Office Resolution Recommendation of the City Council Parole Office Subcommittee is to approve the following resolution and request that other cities approve similar resolutions: Council Minutes of 3/19/02 0 Resolution 2002-30 RESOLUTION NO. 2002-30 — A RESOLUTION OF THE CITY Parole Office Opposition COUNCIL OF THE CITY OF WEST COVINA OPPOSING THE EXPANSION OF THE CALIFORNIA DEPARTMENT OF CORRECTIONS PAROLE OFFICE LOCATED AT 1837 W. BADILLO STREET, WEST COVINA Police Chief Wills responded to Mayor Wong's question regarding the El Monte Police Department's helicopter services. Chief Wills stated that at first blush the offer to join was favorable; however, the City of West Covina would have to contribute a full time reserve and the cost was actually higher than the FAST program. CONSENT CALENDAR ACTION Motion by Miller and seconded by Herfert to waive further reading of the resolutions/ordinances and adopt/introduce, and to approve all other items listed on the Consent Calendar. CITY COUNCIL REORGANIZATION Mayor Wong related several issues and events over the past year that made a difference to West Covina's citizens: * Candlelight Vigil in remembrance of September I I`h attack on the World Trade Center in New York. * A fine, new City Manager was hired: Andrew Pasmant. * The visioning process, which included interested citizens across West Covina, to envision the needs and wants of the residents in the years to come. He explained the mayor rotation process, noting that Council - member Michael Touhey was next in line for the position of Mayor of West Covina. Council Minutes of 3/19/02 • Mayor Wong introduced Superior Court Judge Michael Duggan and asked Michael Touhey to step down to the podium for the Oath of Office. Judge Duggan administered the Oath of Office. Mayor Touhey presented the traditional outgoing Mayoral Plague to Benjamin Wong. Rebecca Roma, District Representative for Congressman Gary Miller, presented Mayor Touhey on his assuming the position of Mayor of West Covina for the upcoming year. Steve Herfert as Mayor Pro Tem Mayor Touhey asked fora motion for Mayor Pro Tem. Motion by Wong and seconded by Sanderson to approve the rotation of Councilmember Steve Herfert into the Mayor Pro Tem position, based on the West Covina Municipal Code mayoral succession guidelines. Sanitation District Directors Mayor Touhey stated that as Mayor, he automatically becomes the City's delegate to the Los Angeles County Sanitation District. However, an alternate delegate must be designated and he asked for a motion for the alternate. Motion by Sanderson and seconded by Wong to nominate Herfert as the alternate delegate to the Sanitation District Board of Directors. Motion carried 5-0. ADJOURNMENT Attest: r� U City Clerk Janet Bert Mayor Touhey introduced his wife and family members. He also acknowledged Manual Lozano, Mayor of the City of Baldwin Park, and Mark Breceda, Mayor of the City of Irwindale, both in attendance this evening for the swearing -in ceremony. He spoke highly of a friend of his, James Vega, and the contributions Mr. Vega has done for West Covina residents. He noted that his number one goal for the City is public safety and thanked the firefighters and police officers for their constant dedication to the citizens of West Covina. He also mentioned that he would like to concentrate on redevelopment, particularly bringing in new retailers and restaurants. Mayor Touhey invited everyone to join him in the community room for a cake and punch reception and then another get-together at National Sports Grill sponsored by West Covina businesses. Each of the Councilmembers pledged their support in the next year as working as a team with each other. Mayor Touhey noted his appreciation to Congressman Gary Miller for the certificate, Judge Duggan for taking time to administer the oath this evening, and his own pastor: Pastor Dupee from Faith Community Church for the invocation.
