MINUTES
SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
DECEMBER 20, 2001
A special meeting of the West Covina City Council was called to order at 9:30 am at the Environmental
Protection Agency, Region IX Headquarters in San Francisco, at the Administrator's Office, located at
75 Hawthorne Street.

BIG LEAGUE DREAMS PROPOSED DEVELOPMENT
City staff members made a presentation to E.P.A. as to why the
Park/playground restrictions should be removed and that time was
of the essence. City Manager Pasmant made a short introduction
of the proposed project and the site. Special Counsel Lennard then
made a presentation as to the background of the park/playground
issue and why the City needed resolution as quickly as possible.
Each member of the City Council present then addressed E.P.A. as
to the need for the proposed development in the City and to
redevelop the BKK site and stressed the time requirements for
resolution of the park/playground issue.
E.P.A. Regional Administrator Nastri responded that the proposed
development was a good use for the site and committed his staff to
work with the City and BKK to resolve the park/playground
restriction issues in a short time frame.
It was agreed that all parties would work on an agreement
amending, the Consent Order between BKK and E.P.A. to be
completed by January 10, 2002. This agreement would address the
following:
1. Implementation of a Landfill Gas Monitoring and Sampling
Plan required by BKK.
2. Implementation of a 45-day Public Comment period by
E.P.A. on the proposed Amended Consent Order.
3. Incorporation of the City's Financial Assurance provision
from the Tentative Map Requirements.

It was further agreed that the attorneys were instructed to negotiate
the terms of the Agreement and E.P.A. would send a Draft
Proposed Monitoring Program, prepared by E.P.A., to all parties
concerned.
The meeting adjourned at 12:00 noon.
