REGULAR MEETING
OF THE
WEST COVINA CITY COUNCIL
September 18, 2001
Mayor Wong called the regular meeting of the West Covina City Council to order at 7:32 pm in the City
Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. Mayor Wong asked for a moment of
silence in memory of the people who were killed in the World Trade Center incident, those who died in
the airplanes, and the survivors and families of the victims. Rev. Kenjun Kawawata of West Covina
Higushi Hanganji Buddhist Temple gave the invocation. Mayor Wong led the Pledge of Allegiance,

PRESENTATIONS Mayor Wong announced a candlelight vigil has been scheduled
here at City Hall for 7:30 pm on Wednesday evening, September
19, 2001.
Mr. Frank de la Cruz, representing the Sunset Merced Tennis Club
presented a plaque to the City for the City's support of the tennis
club. Mayor Wong accepted on behalf of the City Council.
Councilmember Miller presented a gift from the Lishui Municipal
People's Government of Zhejiang, China, to the City of West
Covina. Mayor Wong accepted on behalf of the City Council.
Alan Carrico, president of Ridge Riders, and several members of
the Ridge Riders Youth Group presented a $1000 check to the
West Covina Rose Float Foundation towards the City's 2002 Rose
Float. Councilmember Miller accepted the check on behalf of the
Foundation.
ORAL COMMUNICATIONS
John Shewmaker John Shewmaker, 1825 Borrego Drive, addressed the City's ADA
compliance level and suggested the formation of an ADA
Commission.
Royal Brown Royal Brown, 2153 Aroma Drive, invited everyone to attend a
meeting addressing urban landfills scheduled by Senator Ramero
in the El Monte City Hall Council Chambers at 9:00 am
Wednesday, September 19, 2001.
St. James Davis St. James Davis, 616 N. Vincent Avenue, addressed a trail that was
in need of some attention at Cortez Park, as well as an unlocked
gate where playground equipment is kept.

Azusa Avenue Capacity Enhancement
Recommendation is to take the following actions:
a) Appropriate the approved MTA Grant of $95,000 to SP
0 1125 (199-320-3169-7200).
b) Appropriate $48,000 from unappropriated Prop "A" Transit
Funds (121) to SP 01125 (121-320-3160-7200).
c) Accept the proposal from Kimdey-Horn and Associates,
Inc., Los Angeles, in a "not to exceed" amount of $153,000 and
authorize the Acting City Manager to execute the agreement.
SP 00110 — Bus Shelter Replacement
SP 00110 Recommendation is to accept the bid of LNI Custom Manu-
LNI Custom Manufacturing facturing, Inc., in the amount of $229,494.00 as submitted at the
bid opening on September 5, 2001, and authorize the Mayor and
City Clerk to execute the contract.

BKK Landfill Closure Plans Status Report
Recommendation is to receive and file the report.
Participation in the Clean Cities Program
SCAG — Clean Cities Program Recommendation is to authorize the Mayor to execute the five-
year MOU renewal between the Southern California Association of
Governments and the City of West Covina regarding participation
in the Clean Cities Program.
Miscellaneous — Community Services
Liehts for West Covina Hi;h School Quad
WCHS Quad Lighting Recommendation is to take the following actions:
1. Approve the expenditure of funds in the amount of
$125,000 from account No. 174-320-3268-7700 for the
lighting of the basketball courts ($100,000) and the
quad/security lighting ($25,000).
2. Authorize the Acting City Manager to execute a contract
with the West Covina Unified School District to provide
for the granting of funding not to exceed $25,000 to light
the West Covina High School Quad as outlined in the
attached Agreement.
3. Transfer $4,000 from the FY 2001-2002 Non -Departmental
Reserve Appropriation Account No. 110-320-2640-6900
into Maintenance Account No. 180-320-2244-6135 to hire
a contractor to perform the additional maintenance on the
basketball courts.

Competitive Grant for Galster Park
Recommendation is to adopt the following resolution:
Resolution 2001-69 RESOLUTION NO. 2001-69 — A RESOLUTION OF THE CITY
Galster Park grant funds COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
APPROVING THE APPLICATION FOR GRANT FUNDS FOR
THE NON -MOTORIZED TRAILS PROGRAM, UNDER THE
SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN
AIR, AND COASTAL PROTECTION BOND ACT OF 2000
2002 Rose Float Status Report
Recommendation is to receive and file the report.
Miscellaneous — Public Works
Heritage Park and Taylor House Status
Recommendation is to approve Option No. 2: to have the City
perform the safety repairs/corrections at an estimated cost of $2000
and rely upon the Historical Society, at their discretion, to perform
the seismic improvements.

Calendar items, except: C-2a, C-3c, C-3d, and C-3f Motion

C-3f In relation to Item C-3f (Heritage Park and Taylor House Status),
the following individuals addressed Council:
Nancy Manners Nancy Manners, former Mayor of West Covina and
member of the Historical Society of West Covina, spoke on the
symbolism and value to the community in maintaining the
historical house and grounds.
Maria Silva -Llamas Maria Silva -Llamas, 136 N. Grand #251, submitted to the
City Clerk a booklet entitled "1998 California Historical Building
Code" and urged Council to have the Heritage House problems
repaired and corrected.
Motion by Miller and seconded by Touhey to hold over this
item until the next Council meeting. Motion carried 4-0.
C-3c In relation to Item C-3c (Lights for West Covina High School
Quad), Councilmember Sanderson noted that she did not receive
the staff report until Monday and requested additional review time.
Motion by Sanderson and seconded by Miller to hold over
until the next meeting. Motion carried 4-0.
C-2a In relation to Item C-2a (SP 01125 - Azusa Avenue Consultant
Selection), Royal Brown, 2153 Aroma Drive, urged Council to
approve the staff recommendation.
Motion by Touhey and seconded by Miller to approve the
staff recommendation. Motion carried 4-0.
C-2b In relation to Item C-2b (SP 00110 - Bus Shelter Replacement),
two representatives from the awardee, LNI Custom Manufacturing,
Inc., stated that they look forward to working with the City and

they offered other services. Mayor Wong suggested they speak to
the City Engineer about their other services.
Motion by Miller and seconded by Sanderson to approve
the staff recommendation. Motion carried 4-0.
C-3d In relation to Item C-3d (Competitive Grant for Galster Park),
Royal Brown, 2153 Aroma Drive, urged the Council to approve the
staff recommendation.
City Clerk Berry read the heading of Resolution No. 2001-
69. Motion by Touhey and seconded by Miller to waive reading of
the resolution and to adopt. Motion carried 4-0.

REDEVELOPMENT AGENCY Mayor Wong recessed the City Council meeting at 8:37 pm to
convene the Redevelopment Agency. The City Council recon-
vened at 8:40 pm with all members present, except Council -
member Herfert.
COMMUNITY SERVICES No reports for this meeting.
ENVIRONMENTAL MANAGEMENT No reports for this meeting.
PUBLIC SAFETY No reports for this meeting.
GENERAL ADMINISTRATION No reports for this meeting.
MAYOR'S REPORTS Mayor Wong stated that he had received a speaker's card after
Oral Communications and asked if the woman would like to speak
at this time.
Gloria De La Cruz Gloria De La Cruz, 857 S. Sunset Avenue #33, requested Council
to add more crossing guards in the West Covina Unified School
District and presented a list of intersections that could use a
crossing guard.
40 Mayor Wong referred this matter to the Traffic Engineer.
Mayor Wong reminded the citizens of the candlelight vigil
scheduled for September 19"' here at City Hall at 7:30 pm.

COUNCILMEMBERS' REPORTS
Councilmember Touhey requested staff to look into a Military
Service Policy for the City, one that resembled the way Jury Duty
is handled.
• On another matter, Councilmember Touhey talked about an
upcoming Fire and Police Memorial and hoped that West Covina
would send the two chiefs, one fire management person and one
police management and the two association presidents.
ADJOURNMENT Motion by Wong and seconded by Touhey to adjourn the meeting
at 8:52 pm in memory of Norma Jean Minnis, an active member of
the S.H.O.P. program (Seniors Helping Our Police). Motion
carried 4-0,
