SPECIAL MEETING
OF THE
WEST COVINA CITY COUNCIL
JUNE 5, 2001
The special meeting of the West Covina City Council was called to order by Mayor Wong at 5:40 pm in
the City Hall Community Room, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Wong, Mayor Pro Tern Touhey, Councilmember Herfert,
Miller, Sanderson

Schimanski, Briley, Nguyen, Freeland, Fong, MacNamara, Greene,
Martinez, Genovese, McIsaac, Samaniego, Orta, Gardner,

PUBLIC COMMENT ON ITEMS ON THE AGENDA
Royal Brown, 2153 Aroma Drive, suggested reducing the amount
of BIT to the Chamber of Commerce to the amount given to the
Chamber four years ago.
John Scheuplein, 1800 Aroma Drive #247, suggested a roll-over
budget for the Chamber of Commerce.
STUDY SESSION CHAMBER OF COMMERCE WORK PROGRAM,
USE OF THE BUSINESS IMPROVEMENT TAX, AND
GOALS AND OBJECTIVES FOR FISCAL YEAR 2001/2002
Chamber of Commerce City Controller Swink presented the staff report.
Don Canzoneri Don Canzoneri, immediate past president of the Chamber of Com-
merce, addressed the City Council regarding the Chamber's
successes, programs, goals and objectives, and the use of the BIT.
He spoke of the purpose of the Chamber of Commerce and his
strong belief in the small businessmen and women of West Covina.
The Executive Board reconstructed their budget and reduced the
amount of requested BIT from $500,000 to $300,000. A lengthy
Council discussion/debate ensued. No direction reached at the
conclusion this evening.
Operating Budget FISCAL YEAR 2001/2002 OPERATING BUDGET ISSUES
Interim Finance Director Esquivel presented the staff report. He
quickly reviewed the updated, revised version based on the
direction given at the last budget session and asked Council if there
were any others to be included for the public hearing set for June
19, 2001.
Councilmember Miller stated that he was satisfied with the
direction of risk management for now. Also, he is interested in a
long-range plan for code enforcement, park ranger program, and
the risk management functions. He also suggested that limited
service salary adjustments be considered at the same time as the
miscellaneous employees.
Councilmember Herfert stated that Cameron Park is looking good.
He supported the staff report on the park ranger program.

Summer Concert Series Mayor Wong liked increasing the number of Summer Concerts
events from six to eight.
Motion by Herfert and seconded by Touhey to approve
eight events for the Summer Concert Series to be scheduled at the
Edwards site, increasing that budget by $5,000.00. Motion carried
5-0.
Council Allowances Motion by Herfert and seconded by Sanderson to approve an
increase to each Councilmember's allowance budget of $1200 to
$4700. Motion carried 3-2 with Miller and Wong voting no.
CLOSED SESSION At 7: 30 pm Mayor Wong announced that the scheduled closed
session for the City Manager's Conference Room would be held in
the small back room of the Council Chambers, as the room was
more conveniently located. He commenced the closed session to
discuss the following matters:
