Garvey Avenue, West Covina. City Manager Hobbs gave the invocation and Mayor Herfert led the Pledge of Allegiance. PROCLAMATION Mayor Herfert proclaimed April 24, 2001 as FEDERATION DAY and presented the proclamation to Margery Spillman, president of the West Covina Woman's Club. Miscellaneous — Personnel Services Consulting Services for Labor Negotiations Labor Negotiators Recommendation is to authorize the City manager to execute an agreement with Liebert, Cassidy, Whitmore in the amount of $49,200 for labor negotiation services. CONSENT CALENDAR ACTION Motion by Touhey, seconded by Howard to waive further reading of the resolutions and adopt, and to approve all other items listed on the Consent Calendar except: C-5d and C-5f. City Clerk presented: Resolution 2001-24 RESOLUTION NO. 2001-24 — A RESOLUTION OF THE CITY Election Results COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RECITING THE FACTS AND DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON MARCH 6, 2001 Motion by Touhey and seconded by Howard to waive further reading of the resolution and to adopt. Motion carried 5-0. Comments from Retiring City Councilmembers Councilmember Melendez thanked the City staff and noted that it had been a pleasure to work them. He then related the different 3 Council Minutes of 3-20-01 projects and programs that were accomplished during the last four years, noting that it takes more than one Councilmember to make them happen. He hoped that he would be remembered for his number one concern and passion: public safety. Councilmember Howard appreciated staffs marvelous job and • talked about the programs and issues that she felt made the greatest impact on the residents. She stated that it was her pleasure to have been of service to the community. Councilmember Wong thanked Councilmembers Howard and Melendez for the last four years and that he was proud to have served with them. Presentations to Outgoing Councilmember Melendez Richard Melendez received the following commendations: * Certificate of Appreciation from Jared Yoshiki, repr- senting State Assemblyman Bob Pacheco. * Certificate of Recognition from Jay Gomez, representing Los Angeles County Supervisor Michael Antonovich. * City Manager Hobbs presented Mr. Melendez with a Certificate of Appreciation from City staff. * Mayor Herfert presented a Certificate of Recognition from Congressman David Dreier. * Mayor Herfert also presented a Resolution of Com- mendation and City tile on behalf of the City. Oath of Office to Newly Elected and Reelected City Officials Mayor Herfert introduced the Honorable Carol Williams Elswick of Citrus Superior Court to administer the Oaths of Office. City Treasurer Marian Smithson Judge Elswick administered the Oath of Office to reelected City Treasurer Marian Smithson and presented her with the Certificate of Election. City Clerk Janet Berry Judge Elswick administered the Oath of Office to reelected City Clerk Janet Berry and presented her with the Certificate of • Election. Councilmember Shelley Sanderson Judge Elswick administered the Oath of Office to newly elected Councilmember Shelley Sanderson and presented her with the Certificate of Election. Councilmember Sanderson took a seat at the Council table. 11 Council Minutes of 3-20-01 Councilmember Mike Miller Judge Elswick administered the Oath of Office to newly elected Councilmember Michael Miller and presented him with the Cer- tificate of Election. Councilmember Miller took a seat at the Council table. • Councilmember Ben Wong Judge Elswick administered the Oath of Office to reelected Councilmember Benjamin Wong and presented him with the Cer- tificate of Election. Councilmember Wong resumed his seat at the Council table. Mayor Herfert recognized several former Councilmembers in the audience: Nancy Manners, Brad McFadden, and Richard Jennings. He also recognized several members of the School District Board of Trustees. Councilmember Comments Councilmember Miller acknowledged his "kitchen cabinet" supporters: his family members and campaign committee members. He thanked his community supporters and promised to give his best to the community. Councilmember Sanderson introduced her family and thanked her supporters. She reminded the audience that she believes in the City's organizational chart that shows the City Council reporting to the citizens of West Covina, listed on top of the chart. Councilmember Wong introduced his family members and his dedicated, hard-working campaign supporters. He stated that he would continue to represent all the citizens in West Covina and looked forward to the next four years as a Councilmember. Councilmember Touhey congratulated the newly elected Members of the Council and reelected Councilmember Wong. Mayor Herfert echoed Mr. Touhey's sentiment. Council Reorganization Ben Wong rotates Mayor Herfert explained the mayoral rotation process adopted by to the Mayor position the City Council last year. He entertained a motion to confirm the rotation as outlined in Section 2-21 of the Municipal Code, enabling Ben Wong to rotate into the Mayor position. Motion by Touhey and seconded by Herfert to confirm the rotation. Motion carried 5-0. Mike Touhey rotates to the Mayor Wong noted further that the rotation process includes the Mayor Pro Tem position entire Council and that he would entertain a motion to confirm the process, enabling Mike Touhey to rotate into the Mayor Pro Tern position. Motion by Herfert and seconded by Miller to confirm the rotation. Motion carried 5-0. Presentation to Outgoing Mayor Herfert Mayor Wong presented a plaque to outgoing Mayor Herfert for his past year's time and energy to the betterment of the City. Designation of Alternate to the Los Angeles county Sanitation District 5 Council Minutes of 3-20-01 Mayor Wong explained that as the Mayor of West Covina he is automatically designated as the City's delegate to the Los Angeles County Sanitation District, however, an alternate must be desig- nated to actin his absence. Motion by Herfert and seconded by Miller to select Mayor Pro Tern Touhey as the alternate delegate to the Los Angeles • County Sanitation District. Motion carried 5-0. Comments by Outgoing Mayor Herfert Mayor Herfert thanked his family, friends and neighbors for their support this past year. He welcomed the new Councilmembers and the new Commissioners that will be appointed in the near future. He requested a closed session be scheduled for the next meeting on personnel matters relative to the City Manager and City Attorney. He summarized the changes made this past year and stated that he had been an honor to serve as Mayor of West Covina. Ad Hoc Committee Appointment Mayor Wong noted a meeting is scheduled for Wednesday with the School District subcommittee. He suggested that rather than making any appointments this evening, any member of the Council may attend and if more than three attend, one will need to leave in order to avoid violating the Brown Act. Mayor Wong announced a community reception honoring the new City Council and thanking the two outgoing Councilmembers for their hard work has been arranged by Dr. Forest and Miriam Tennant. It will be held immediately following this evening's meeting at Tennants' Recollections, 2526 E. Workman Avenue.
