SPECIAL MEETING OF THE
WEST COVINA
CITY COUNCIL & REDEVELOPMENT AGENCY
DECEMBER 22, 2000
The special meeting of the Redevelopment Agency and the City Council of West Covina was called
to order by Mayor Herfert at 5:06 pm in the City Hall Council Chambers, 1444 W. Garvey
Avenue, West Covina.

PUBLIC COMMENT ON ITEMS'ON THE AGENDA -
Mayor Herfert announced that the staff reports would be
presented before comments would be entertained by the
audience.
I USE OF CITY OR REDEVELOPMENT FACILITY SPACE —
City Manager Hobbs presented the matter at hand, noting that
he had spoken to West Covina Unified School District
Superintendent Steve Fish about West Covina Community
Food Bank. Dr. Fish agreed to extend the lease by two weeks,
allowing the Food Bank to remain on the Willowood School
premises until January 8, 2001.
City Manager Hobbs stated that City staff, although not
usually involved with the Community Food Bank, has looked
for a solution to their dilemma. One possibility is the vacant
house adjacent to Cortez Park and the other possibility is a
2500 square -foot vacant store at the Citrus/Workman
redevelopment project site.
Councilmember Touhey suggested another location on
City property: the "California Barn" located just south of
Cameron on California Avenue (currently housing materials
maintained through the City Clerk's records management
program).
The City Council discussed short-term solutions and long-term
solutions and whether the City would be able to assist the
Community Food Bank at all.
Royal Brown Royal Brown, 2153 Aroma Drive, suggested that there won't be
a free permanent location for the Community Food Bank and
favored the vacant store site at Citrus/Workman.
John Scheuplein John Scheuplein, 1800 Aroma Drive, agreed with the previous
speaker that the Citrus/Workman site would be a great
temporary location for the Food Bank. He also suggested the
recently closed Marie Calender's Restaurant.

Robert Tafoya Robert Tafoya, 2214 Calle Jalapa, suggested looking at all
options before making a decision. He suggested that there may
be some corporation that would be interested in underwriting
the Food Bank. Also, there are other groups that distribute
food and they may be interested in bonding efforts.
Motion by Wong and seconded by Melendez to direct staff to
bring back available alternatives at the January 2, 2001 City
Council meeting, including details for the Citrus/Workman site.
Motion carried 5-0.
II FEDERAL AND STATE GOVERNMENT INTERVENTION
TO RESTORE ORDER IN THE CALIFORNIA ELECTRIC
ENERGY MARKETPLACE
This subject matter was introduced by Councilmember
Melendez, who noted his opposition to the City of Rosemead's
resolution.
Mayor Herfert stated that since he works for Southern
California Edison he would abstain from the discussion and
vote on this topic. Therefore, at 6:12 pm, he turned the gavel
over to Mayor Pro Tern Wong and left the meeting.

Royal Brown Royal Brown, 2153 Aroma Drive, discussed the east coast
system.
Robert Tafoya Robert Tafoya, 2214 Calle Jalapa, felt it was a bit premature to
be looking into this.
Council discussed the current energy crisis and determined
that at the present time, there was nothing they could do.
Motion by Howard and seconded by Touhey to receive and file
the information. Motion carried 4-0.
ADJOURNMENT Motion by Howard and seconded by Touhey to adjourn the
joint meeting of the City Council and the Redevelopment
Agency at 6:20 pm. Motion carried 4-0.
