The special meeting of the West Covina City Council was called to order by Mayor Herfert at
6:15 p.m. in the City Manager's Conference Room, 1444 West Garvey Avenue, West Covina,
California.

Mayor Herfert recessed the special meeting to conduct a closed session on the following
