The regular meeting of the West Covina City Council was called to order by Mayor Howard at 7:36 pm
in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. - City Manager Hobbs gave
the invocation. The West Covina Fire Department Explorers presented the colors and Councilmember
Wong led the pledge of allegiance.

Award of Bids
_ Fourth of July Fireworks
July 4`h Fireworks - Recommendation is to award the bid to Fireworks America, Lake -
Fireworks America side, CA, in the amount of $12,500 per year and to authorize staff
to sign necessary agreements for a three-year contract.
SP 00111 — Auto Plaza Streetscape Improvements
SP 00111 - Recommendation is to accept the bid of All American Asphalt,
All American Asphalt Corona, CA, in the amount of $758,952.82 as presented at the bid
opening on March 9, 2000, and authorize the Mayor and City
Clerk to execute a contract. It is further recommended that the
City Council authorize the City to participate in the Auto Plaza
streetscape enhancement project in an amount up to $40,000 and
authorize the City Manager to take those actions necessary to carry
out the project in conjunction with the Auto Plaza Business
Improvements District.
RDA-9908 — Auto Plaza Sign Upgrade
Auto Plaza Sign Upgrade - Recommendation is to take the following actions:
Sign Methods a) Accept the bid of Sign Methods Company in the amount of
$19,500 as submitted at the bid opening on January 25, 2000, and
the administrative fee of $2,900 which brings the total project cost
to $22,400; and
b) Authorize the Mayor and City Clerk to execute the
agreement.
Miscellaneous — Public Services
Reclaimed Water Memorandum of Understanding
Reclaimed Water MOU Recommendation is to authorize staff to inform the City of
Industry that the City of West Covina no longer desires to be a
participant in the reclaimed water project; but. the City of West
Covina support and encourages the reclaimed water project as, we
would like to be a retail customer of the reclaimed water project.
Master Agreements with the State for the Rehabilitation of Various
Residential Streets
Recommendation is to adopt the following resolution enabling the
City to receive a grant of $560,000 from the State:

Historical Society -
Recommendation is to authorize a $5,000 appropriation transfer

West Covina Historical Society to provide services to the public.

2000 Transportation Improvement Program Call for Projects
Recommendation is to adopt the following resolution:

Fifth Extension of Lease for Valencia Heights Water Company's
Citrus Street Property
Valencia Heights - Recommendation is to take the following actions:
5a' lease extension a) Authorize the Mayor to execute the fifth extension to the
Land Lease with Valencia Heights Water Company subject
to the terms in the agreement; and
b) Appropriate $15,000 from the General Fund Reserve
Appropriation (Account No 110-2640-6900 which is set up
for one time opportunities deemed appropriate by the City
Council) to PP 99220 (110-3962-7700) to allow for
payment of up to six months of lease payments.

BKK Landfill Closure Plans Status Report
Recommendation is to receive and file the status report.
Sixth Cvcle Used Oil Grant
Recommendation is to take the following actions:
Resolution 2000-18 - a) RESOLUTION NO. 2000-18 — A RESOLUTION OF THE
Used oil recycling block grant CITY COUNCIL OF THE CITY OF WEST COVINA, CALI-
FORNIA, APPROVING PARTICIPATION IN THE USED OIL
RECYCLING BLOCK GRANT
b) Authorize staff to begin the process of creating a limited
service position to assist in the administration of the Used Oil
Recycling Block Grant. More specific information will be
presented upon approval of specifications and salary by the City's
Personnel Department.

Resolution Approving the Use of Juvenile Block Grant for L.A.
County's "ACT" Program
Recommendation is to adopt the following resolution:
Resolution 2000-19 - RESOLUTION NO. 2000-19 — A RESOLUTION OF THE
JAIBG funds CITY COUNCIL OF THE CITY OF WEST COVINA, CALI-
FORNIA, APPROVING THE USE OF JUVENILE ACCOUNT-
ABILITY BLOCK GRANT FUNDS FOR THE ACT/F.O.C.U.S.

2000 Investment Policy
2000 Investment Policy Recommendation is to adopt the City's Investment Policy and
accompanying Investment Portfolio Guidelines.
CONSENT CALENDAR ACTION Motion by Herfert and seconded by Wong to waive reading of the
resolutions and adopt, and to approve all other items listed on the
Consent Calendar except: B-6e, B-6f, B-5b. Motion carried by roll
call vote:

Item B-6e In relation to Item B-6e (Fifth Extension to Valencia Heights Lease
Agreement), Councilmember Wong stated that he would abstain
from the discussion and vote on this item. As he owns one share in
the Valencia Heights Water Company, as do all of its customers,
the conflict of interest laws prohibit him from participating.
Public Services Director Collier gave a quick status report
on this issue.
Motion by Herfert and seconded by Touhey to approve the
staff recommendation. Motion carried 3-0-1 with Wong
abstaining.
Item B-6f In relation to Item B-6f (BKK Landfill Closure Plans Status
Report), John Scheuplein, 1250 E. Newcrest Drive, addressed
Council as a member of the RACOON group — strongly opposed to
any changes to the ridgelines.
Councilmember Herfert noted for the audience that there is
no action other than receiving and filing as this is simply a status
report.
Motion by Herfert and seconded by Wong to receive and
file the report. Motion carried 4-0.
Item B-5b In relation to Item B-5b (SP 00111 — Auto Plaza Streetscape
Improvements), Ziad Alhassen, who spoke on behalf of the West
Covina Auto Plaza Association, urged Council to support the staff
recommendation.
Motion by Wong and seconded by Herfert to approve the
staff recommendation. Motion carried 4-0.
Community Services Director Hatch announced the newly hired
Senior Citizens Center Supervisor is Vanessa Carter, unfortunately
unable to attend the City Council meeting.

ENVIRONMENTAL MANAGEMENT No reports for this meeting.
REDEVELOPMENT AGENCY Mayor Howard recessed the City Council meeting at 7:50 pm to
convene the Redevelopment Agency meeting. The City Council
reconvened at 7:51 pm with all members present, except Mayor
Pro Tem Melendez.
COMMUNITY SERVICES TRANSPORTATION REOUEST FOR PROPOSAL
Transportation RFP Community Services Director Hatch presented the staff report.
Councilmember Wong requested staff to look into ridership
numbers during peak periods on the various routes. It may give
the City some flexibility in the RFP process to let the contract at a
cost per vehicle -service hour basis versus an overall cost.
Motion by Herfert and seconded by Wong to:
a) Authorize staff to sign the necessary agreements to extend
the current contracts for shuttle services and dial -a -ride services
with the existing terms for up to six months; and
b) Direct staff to explore the other transportation -related
issues as outlined in the staff report and provide a recommendation
to the City Council.
Motion carried 4-0.

• CITY MANAGER'S OFFICE APPOINTMENTS TO CITIZENS' REVIEW COMMITTEE
Citizens Review Committee re City Clerk Berry presented the staff report.
RFP for legal services Motion by Herfert and seconded by Howard to appoint the
following individuals to the Citizens Review Committee for legal
services: Forest Tennant, John Scheuplein, Robert Tafoya, Bill
Tarozzi, Jim Lloyd; and direct staff to coordinate the first Citizens'
Review Committee.
Motion carried 4-0.
City Manager Hobbs noted that nine law firms have responded to
the City's RFP.
APPROVAL OF DEMANDS Motion by Wong and seconded by Herfert to approve demands
totaling $1,815,268.29 (wire transfers = $1,195,727.70) as listed
on check registers #30,20328 through #3020590. Motion carried

ORAL COMMUNICATIONS
Jennifer Rhyne Jennifer Rhyne, 133 S. Evanwood, felt the City was enflaming the
neighborhood where Moe the Chimp had lived with its owners.
She read a letter addressed to the Davis' (the owners) from the
founder of the way station housing Moe noting that specific health
information about any of the animals at the way station is not given
out to the general public. Ms. Rhyne suggested that Planning
Commissioner Tafoya abstain from voting on the upcoming wild
animal ordinance as he is representing the neighbors opposing the
return of Moe to the neighborhood.
Cookie Nance Cookie Nance, 1236 W. Eckerman, complained about Code En-
forcement citing her for the signs in her property, including those
she has in her windows. She read a fax from the ACLU to Senior
Code Enforcement Officer Smith regarding Mrs. Nance's first
amendment rights to place signs in her windows.
Sheryl Ortiz Sheryl Ortiz, 4623 Nora, Irwindale, urged Council to prohibit Moe
from being relocated in West Covina. She felt it was in the
chimp's best interest to be with others of his kind, although
sympathies were extended to its owners for losing their pet.
Michele Cosner Michele Cosner, 621 N. Maplewood, noted that the horn honking
and related nuisances has been going on for six months and asked
• Council to be have the Police and Code Enforcement Officers
enforce the laws. She spoke about the efforts she has taken to
inform adjacent neighborhoods of the disturbances and the actual
size and strength of the chimpanzee.
Linda Gavin Linda Gavin, 1023 E. Eckerman, urged Council to have the Plan-
ning Commission expedite the wild animal ordinance. She noted
that the police presence has a definite impact on the honking. The
signs are making the neighborhood look bad.

Brian Cosner Brian Cosner, 621 N. Maplewood, presented a picture of what Moe
looks like now, a full-grown adult chimpanzee unlike the baby
chimp on the recent cover of the Examiner. He would like peace
and harmony in the neighborhood.
Anthony Garcia Anthony Garcia, 17015 Abell Court, Covina, apologized to City
Manager Hobbs and Public Services Director Collier for going
over their heads about his league's troubles. He said thank you
and his baseball league is now completely satisfied with the work
conducted by the City.
John Scheuplein John Scheuplein, 1520 E. Newcrest Drive, urged Council to not
permit a dog run and a tot lot be installed at the Aroma Ballfield.
He then urged Council to have a fingerprinting program
policy developed for the City to cover all the volunteers working
with the various sports leagues.
Mayor Howard responded to Mr. Scheuplein's comments
regarding a City fingerprinting policy. The subject is going to be
addressed during the CIP process, and the City of West Covina
would be the first in the San Gabriel Valley to have such a policy.
Councilmember Touhey noted the City started a program when
legislation was adopted but seemed to stop mid -stream. The City
needs to move forward with it.
Councilmember Herfert requested staff to place the matter on the
agenda for the next Council meeting.

COUNCILMEMBERS' REPORTS
PROTECTIVE YELLOW TUBING ON BALLFIELD
FENCING — Mr. Herfert
Ballfield protective tubing Councilmember Herfert described the protective tubing placed
atop the outfield fence, currently being used by the West Covina
American League. He requested staff to look into this and report
back to Council on the feasibility of installing it at all the league
fields.
CITY MANAGER'S REPORT No reports for this meeting.
REORGANIZATION OF THE CITY COUNCIL
Councilmember Wong suggested that the reorganization be held
over until the second meeting of April so that all five members of
Council can participate, noting that Mr. Melendez is absent and
Mr. Wong would be absent the first meeting in April.
Mr. Wong further suggested that during that time, staff
review and report back on other selection processes used elsewhere
for the office of the Mayor, such as rotating through the Council
positions or seniority on Council, etc.
Motion by Herfert and seconded by Wong to postpone re-
organization until April 18, 2000, and direct staff to report back on
other selection methods. Motion carried 4-0.

ADJOURNMENT Motion by Howard and seconded by Touhey to adjourn the
meeting at 8:43 pm in memory of Melissa Heredia, one of the
young ladies that rode on the City's Rose Float, and Salvadore
Tallerino. Staff was directed to send appropriate condolences to
the surviving families. Motion carried 4-0.
