SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
November 2, 1999
The special meeting of the West Covina City Council was called to order by Mayor Howard at
6:30 p.m. in the City Manager's Conference Room, 1444 West Garvey Avenue, West Covina,
California.

Mayor Howard recessed the special meeting to conduct a closed session to discussed the
following matters:
