MINUTES
SPECIAL MEETING
OF THE
WEST COVINA CITY COUNCIL
NNE 23, 1999
The special meeting of the West Covina City Council was called to order by Mayor Howard at 7:08 pm
in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. Mayor Howard led the
Pledge of Allegiance.
ROLL CALL Mayor Howard, Mayor Pro Tern Melendez, Councilmember
Herfert, Councilmember Wong
Absent: Councilmember Touhey
Others Present: Hobbs, Fields, Collier, Chung, Fong, Kim, Berry
PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered.
SPECIAL EVENT LICENSE FOR THE SALE OF ALCOHOLIC BEVERAGES
City Manager Hobbs stated that the Elks submitted a letter
requesting permission to sell beer on July 4, 1999 at Cameron
Park. Council discussed this particular request to sell beer at a
family oriented event. Past approvals have been granted for events
comprised primarily of adults. The request was denied by a 1-3
vote with Herfert voting yes.
ADJOURNMENT Motion by Melendez and seconded by Wong to adjourn the
meeting at 7:20 pm. Motion carried 4-0.
MEETING RECONVENED Following the conclusion of the Redevelopment Agency meeting
at 9:47 pm, Mayor Howard reconvened the City Council agenda to
make an announcement. She neglected to report out that an
agreement was reached during the closed session held earlier in the
evening. -
Stiggins vs City of West Covina Mayor Howard stated that relative to the matter of Stiggins
vs the City of West Covina, the City Council took action to enter
into a settlement agreement with Eunice Stewart, Dwight Stiggins'
mother, for $530,000. The vote of the Council was 4-0 with
Touhey absent.
SECOND ADJOURNMENT Motion by Herfert and seconded by Melendez to adjourn the
meeting at 9:48 pm. Motion carried 4-0.
