The special meeting of the West Covina City Council was called to order by Mayor Howard at 11:10 pm
in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Mayor Howard commenced the closed session at 1 1:10 pm to dis-

Request by Personnel Commission to consider tolling agreement to
allow ongoing discussion of issues raised by Lt. Heieck during oral
communications at the Personnel Commission meeting of June 9,
1999.
The closed session concluded at 11:45 pm.
Mayor Howard adjourned the meeting at 1 1:45 pm.
