05-23-1999 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL MAY 23, 1999 • The special meeting of the West Covina City Council was called to order by Mayor Howard at 10:00 am in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Howard, Mayor Pro Tern Melendez, Councilmembers Herfert, Touhey Absent: Councilmember Wong Others Present: Hobbs, Bommarito PUBLIC COMMENT ON ITEMS ON THE AGENDA Ed Casanova, co-chair of the Float Committee, spoke in support of the staff recommendation to approve the contract award to Charisma Floats. 2000 ROSE FLOAT: APPROVAL OF CONTRACT WITH CHARISMA FLOATS The City Council reviewed the staff report. ADJOURNMENT Attest--,," rty Clerk Janet Ber Via the City Manager's Office, Councilmember Wong requested Mayor Howard to read the following message into the record: "Let it be known that Councilmember Ben Wong is in protest of the manner in which this meeting was called. He will not be attending because it is impossible for him to reschedule a commitment, which calls for him to be in Washington DC." Councilmember Herfert said that he felt there was one Council - member who was undermining the process. Motion by Touhey and seconded by Herfert to 1) accept the bid of $100;000 from Charisma Floats to design and build a 55 foot float for entry in the 2000 tournament of Roses Parade, and 2) authorize the City Manager to execute the appropriate agreement with Charisma Floats. Motion carried 4-0. Motion by Herfert and seconded by Touhey to adjourn the meeting at 10:10 am. Motion carried 4-0. Mayor Kath n Howard Council Minutes of 6/1/99 MAYOR'S REPORTS SB 402 - COMPULSORY AND BINDING ARBITRATION Administrative Analyst Pidgeon presented the staff report. Motion by Herfert and seconded by Howard to oppose SB 402 and authorize the Mayor to prepare a letter outlining that • opposition. Motion carried 5-0. COUNCILMEMBERS' REPORTS Councilmember Herfert requested that staff place on the next City Council Agenda the following two items: a) Flying American flags on holidays. b) Security at City Council meetings. CITY MANAGER'S REPORT City Manager Hobbs noted that a neighborhood meeting has been scheduled for June 3 at 7:00 pm at Shadow Oak Park and asked Council about their intentions on attending. Heated discussion fol- lowed regarding the setting of the meeting by the Mayor Pro Tern without consulting 611 Councilmembers. Councilmember Wong suggested meeting notices be sent in the usual fashion, over the signature of the Mayor or the City Clerk. At the conclusion of the discussion, a motion was offered by Wong and seconded by Touhey to postpone the Thursday meeting until all Councilmem- bers are informed. Motion carried 4-1 with Melendez voting no. Councilmember Herfert requested the City Attorney to report back on the mass mailing requirements.
