05-04-1999 - Special 2 Meeting - Minutes• MINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL MAY 4, 1999 The special meeting of the West Covina City Council was called to order by Mayor Howard at 6:36 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Howard, Mayor Pro Tern Melendez, Councilmembers Herfert, Touhey, Wong Others Present: Hobbs, Fields, Greene, Janis, Wills, Berry PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered at this time. STUDY SESSION — COST RECOVERY OF ADVANCED LIFE SUPPORT FEES Fire Chief Greene presented the staff report, briefly summarizing the three models discussed in the report. Model 1, provided by the ambulance companies, projected an approximate cost recovery amount of $143,500 per year. Model 2, provided by the ambulance companies, projected an approximate cost recovery amount of $221,200 per year. Model 3, developed by City staff, projected an approximate cost recovery amount of $491,200 per year; This model is based on the implementation of a City -operated ambulance service. James McNeal James McNeal, Cole -Schaefer Ambulance Company, stated his preference for either Model 1 or 2. He suggested that the program be evaluated six months after implementation to ensure it's working properly. David Austin David Austin, AMR, responded to questions regarding the collection rate and write-offs. He preferred Model 1. Council Discussion Councilmember Wong spoke favorably of Model 3 and commended staff on the report. He noted the City could recover a lot more with its own ambulance services, just as twenty other jurisdictions are doing. Mayor Howard agreed with comments made by both ambulance companies. Services have been satisfactory and she would not like to see the City get into the transport business. Councilmember Touhey concurred. Councilmember Herfert objected to changing the status quo as he felt it was suddenly adding an additional burden on the taxpayers. Mayor Pro Tem Melendez favored Model 1. Motion by Touhey and seconded by Herfert to receive and file the report. This action would leave the status quo. Motion failed 2-3 with Melendez, Wong, and Howard voting no. Motion by Wong and seconded by Howard to approve Model 2. Motion failed 2 —3 with Melendez Herfert, and Touhey voting no.
