WEST COVINA CITY COUNCIL
April 6, 1999
The special meeting of the West Covina City Council was called to order at 11:16 p.m. by
Mayor Howard in the City Manager's Conference Room, 1444 West Garvey Avenue, West
Covina, California.

CLOSED SESSION Mayor Howard recessed the special meeting at 11:17 p.m. to
conduct a closed session to discuss the following matters:
