SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
DECEMBER 30, 1998
• The special meeting of the West Covina City Council was called to order at 5:10 pm in the City
Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

City Manager Hobbs stated that the anticipated closed session was
not necessary.
APPROVING A SUBORDINATION AND "STANDSTILL"
AGREEMENT — WEST COVINA LAKES
Redevelopment Agency Director Chung and Special Counsel
Goetz presented the staff report. In response to Councilmember
Touhey's concern, Special Counsel Goetz responded that the
securities and rights in. other documents related to this project
would not be impacted.
Motion by Herfert and seconded by Howard to approve the
Subordination and "Standstill" Agreement between the City and
West Covina Lakes Associates and authorize the Mayor or his
designee to execute the necessary documents thereto. Motion
carried 4-0.
Motion by Herfert and seconded by Touhey to adjourn the meeting
at 5:20 pm. Motion carrieg4-0.
