11-16-1998 - Regular Meeting - MinutesLA MINUTES SPECIAL MEETING WEST COVINA CITY COUNCIL NOVEMBER 16, 1998 The special meeting of the West Covina City Council was called to order by Mayor Melendez at 6:18 pm in the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Melendez, Mayor Pro Tern Herfert, Councilmembers Touhey and Wong Absent: Councilmember Howard Others Present: Hobbs, Ellis, Dettor, Martyn, Berry STUDY SESSION — TOWING PROGRAM Interim Police Chief Ellis presented the staff report, emphasizing the changes made to the RFP, incorporating Council's direction from the last meeting. City Manager Hobbs suggested removing one of the four police officers from the selection committee and replacing that person with the Assistant City Manager. This would provide better impartiality to the process. Council concurred. Council discussed the time frame for the RFP process, lump sum or payments, permitting bidders to bid on one to three areas of the City and how that affects the requisite number of specified trucks, and release fees. The following persons addressed the City Council on the proposed RFP process: Mark Franco Mark Franco of Walnut Valley Auto Body & Towing Valerie Hill Valerie Hill of Basura Towing Company Harold Blackard Harold Blackard of Blackard's Towing, Inc. Councilmember Wong noted that the City's other franchises pay a percentage of the fees collected, and that method may be an option worth exploring with the towing program. Discussion followed regarding this approach and the feasibility of increasing release fees. Motion by Touhey and seconded by Melendez to approve the RFP with two changes: 1) the RFP process to be shortened to two weeks, and 2) bidders may bid on any or all of the three areas but will only be awarded with one area. Councilmember Wong felt the issue of increased release fees should be resolved before moving forward with the RFP pro- cess. Also, imposing a franchise fee based on costs recovered should be reviewed as well. Mayor Melendez called for the vote. The motion was approved 3-1 with Wong voting no.
