NOVEMBER 6, 1998
The special meeting of the West Covina City Council was called to order by Mayor Melendez at 4:42
pm in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Melendez, Councilmembers Howard, Touhey, Wong
Absent: Mayor Pro Tern Herfert
Others Present: Hobbs, Collier, Schinnerer

CLOSED SESSION Mayor Melendez commenced the closed session at 4:42 pm to
discuss the following matters:
