10-20-1998 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL OCTOBER 20, 1998 The special meeting of the West Covina City Council was called to order by Mayor Melendez at 6:29 pm in the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Melendez, Mayor Pro Tem Herfert, Councilmembers Howard, Touhey Absent: Councilmember Wong (arrived at 7:40 pm) Others Present: Hobbs, Ellis, Collier, Pidgeon, Dettor, Martyn, Berry PUBLIC COMMENTS ON AGENDIZED ITEMS Valerie Hill from Basura Towing Company requested an opportunity to speak a little later after she has had time to review the draft RFP. STUDY SESSION — TOWING PROGRAM Interim Police Chief Ellis presented the staff report and responded to Council comments and questions. Items of discussion included the following areas: a) Complying with State law that permits agencies to charge fees for the recovery of costs incurred only and not for the purpose of generating profits. b) Adding minimum standards to the RFP that bidders must meet to ensure qualified tow operators, such as response times, minimum number of available tow trucks, police tow experience (as in the use of the 180 Form and custody holds). c) Including minimum qualifications such as: meet CHP standards, all tow drivers registered through the DMV, and previous municipal experience. d) Listing a breakdown for all fees/rates in the RFP. e) Clearly outlining the instructions to the bidders and the selection process in the RFP. Valerie Hill Valerie Hill, Basura Towing, suggested giving points to the bidders for the number of years in operation and/or number of years working for the City of West Covina. She offered Basura's attorney to work with the subcommittee to finalize the RFP. She also suggested changing the rate structure so that increased fees are placed on the offenders and violators of the law, and not on the tow operators. City Manager Hobbs suggested the subcommittee review the draft RFP with the comments made this evening, and another report will be submitted to Council at a later time. Mayor Melendez explained that vendors cannot participate in the subcommittee meeting, but are welcomed to relay their comments and concerns to the Police Chief who sits on the subcommittee. Council Minutes of 10/20/98 Interim Police Chief Ellis noted that the RFP must be written in such a fashion so that other potential tow operators are not precluded from bidding. Mayor Melendez reviewed the items for the subcommittee to • consider at their next meeting: 1) Adding a five-year experience requirement. 2) Adding three years of law enforcement experience (Chief Ellis to check on the legalities of adding this to the RFP). 3) Including the CHP requirements. 4) Requiring the following minimum number of tow trucks to the RFP: 5 Light weight trucks 1 Medium weight truck 1 Access to a heavy weight truck 5) Including an area for fee structure. 6) Refining the instructions for RFP responders.
