SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
June 2, 1998
The special meeting of the West Covina City Council was called to order at 6:48 p.m. by
Mayor Melendez in the City Council Chambers, 1444 West Garvey Avenue, West Covina,
California.

II. STUDY SESSION - CHAMBER OF COMMERCE 1998/99 PROGRAM OF
WORK AND BUDGET
John Fields, Chamber of Commerce, presented the 1998/99 Program of Work and
Budget. The FY 98/99 budget of $483,280 incorporates $316,000 in Business
Improvement Tax. He stated that there were two major changes in the income this
fiscal year:
A. "Discover West Covina" - Chamber requested that the existing agreement be
altered to allow the Chamber to sell the advertising and realize that revenue,
noting that they would need some additional revenue to continue the publication.
B. "Shop West Covina" - Establish a "West Covina Marketing Commission"
which would spend dollars more targeted toward certain industry sectors. For
example: certain campaigns for auto dealers, restaurants, retail, etc.
Mr. Fields introduced a Commission Account (a line item under Payroll) where an
individual would only be compensated if he/she bring dollars to the table. He also
noted that the Chamber has allotted $9,000 in Economic Development to upgrade its
Internet Home Page/Web Site.
Motion by Herfert, seconded by Howard to adopt all proposals of the
Chamber's 1998/99 Work Program and Annual Budget except "Discover West
Covina". Motion carried 4-0.
ADJOURNMENT Motion by Melendez, seconded by Howar
meeting at 7:14 p.m. Motion carried 4-0.
