The special meeting of the West Covina City Council was called to order by Mayor Melendez at 6:15
pm in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Absent: Mayor Pro Tern Herfert and Councilmember Touhey

CLOSED SESSION Mayor Melendez commenced the closed session at 6:15 pm to
