04-14-1998 - Special Meeting - Minutes• • MINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL APRIL 14, 1998 The special meeting of the West Covina City Council was called to order at 6:15 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. ROLL CALL Melendez, Herfert, Howard, Touhey, Wong (arrived at 6:43 pm) Others Present: Glover, Collier, Martyn, Wynder, Berry PUBLIC COMMENT ON AGENDA ITEMS No comments offered. CLOSED SESSION Mayor Melendez recessed the City Council meeting at 6:16 pm to convene a closed session. The City Council changed locations to the City Manager's Conference Room and at 6:20 pm the closed session commenced regarding the following: OPEN SESSION ADJOURNMENT Attest: City Clerk Janet Be In Re John Distelrath (AB 301 hearing) Councilmember Wong arrived at 6:43 pm. The Redevelopment Agency closed session items were dispensed with next. Councilmember Touhey stated that he would abstain from discussion on the following item due to a conflict of interest and left the room. PUBLIC EMPLOYEE APPOINTMENT Pursuant to Government Code § 54957 City Attorney and Deputy City Attorney The closed session concluded at 8:55 pm. At 9:00 pm the City Council reconvened in the Council Chambers with all members present. Mayor Melendez announced the appointment of Bill Wynder as Deputy City Attorney, who would assist City Attorney Martyn. As one of his duties, Deputy City Attorney Wynder would attend the City Council meetings. This discussion was reached during the closed session by a 4-0-1 of the Council with Touhey abstaining (conflict of interest). Motion by Herfert and seconded by at 9:05 pm. Motion carried 5-0.
