03-17-1998 - Regular Meeting - Minutes1 • MINUTES REGULAR MEETING OF THE WEST COVINA CITY COUNCIL MARCH 17, 1998 The regular meeting of the West Covina City Council was called to order by Mayor Wong at 8:05 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by Pastor Chuck Reeve of Faith Community Church and the Pledge of Allegiance was led by Mayor Pro Tern Melendez. ROLL CALL Mayor Wong, Mayor Pro Tern Melendez, Councilmembers Herfert, Howard, and Touhey Others Present: Glover, Collier, Samaniego, Tucker, Marlyn, McIsaac, Fong, Lantz, Keating, Greene, Berry APPROVAL OF MINUTES Motion by Herfert and seconded by Melendez to approve the minutes of the special meeting of March 3, 1998, and the regular meeting of March 3, 1998. Motion carried 5-0. PROCLAMATIONS Mayor Wong proclaimed March 15 — 21, 1998, as CHILDREN AND HEALTHCARE WEEK and presented the proclamation to Kathy Van Allen, Assistant Director or Nursing for Pediatrics, Citrus Valley Health Partners. Mayor Wong proclaimed March 16 _ 21, 1998, as POISON PRE- VENTION WEEK and presented the proclamation to Anthony Saldana, Lead Advisory Council Committee representative, Los Angeles County Department of Health Services. Mayor Wong proclaimed the month of March, 1998, as PRO- FESSIONAL SOCIAL WORKER MONTH and presented the proclamation to Linda Squier, Licensed Clinical Social Worker, Social Services Department, Citrus Valley Health Partners. CONSENT CALENDAR Written Communications (none received) Commissions/Summary of Actions (receive & file) Planning Commission . . . . . . . . . 3/10/98 Claims for Action (deny & notify claimant) On February 9, 1998, the City Clerk's Office received an application for leave to present a late claim from James Lloyd Polson for monetary loss amounting to $500. Temporary Use Permits (receive & file) TUP #2436-98 was issued to Callon Construction for a construc- tion yard at the southeast comer of Garvey and Merced from 1/1/98 to 6/30/98. Council Minutes of 3/17/98 TUP #2439-98 was issued to Penske Jaguar at 2016 E. Garvey Avenue for a grand opening on 3/6 and 3/7/98. Miscellaneous - Planning Department Contract with DKS Associates for Citrus Valley Medical Center Traffic Study Traffic Study - Recommendation is to authorize execution of a contract with DKS DKS Associates Associates for preparation of a traffic and parking study for the Citrus Valley Medical Center maternal and child health center in the amount of $13,810.00, with the payment of the costs of services to be paid through funds placed on deposit by Citrus Valley Health Partners. Miscellaneous — Community Services Approval to Serve Wine at League of Women Voters Annual Fund Drive Reception LWV —Fundraiser Recommendation is to approve the serving of wine at the League of Women Voters' Annual Fund Drive Reception being held in the Community Room on the evening of April 30, 1998. Miscellaneous — Environmental Management BKK Landfill Closure Plans Status Report Recommendation is to receive and file the status report. ENVIRONMENTAL MANAGEMENT No reports for this meeting. REDEVELOPMENT AGENCY Mayor Wong recessed the City Council meeting at 8:13 pm to convene the Redevelopment Agency meeting. GENERAL ADMINISTRATION No reports for this meeting. • APPROVAL OF DEMANDS Motion by Herfert and seconded by Melendez to approve Demands totaling $750,061.51 as listed on demand registers FI 176239 through 176659. Motion carried by roll call vote: AYES: Herfert, Howard, Melendez, Touhey, Wong NOES: None ABSTAIN: Touhey re Community Food Bank 2 Council Minutes of 3/17/98 • ORAL COMMUNICATIONS Lollie Bergman, 847 Wescove Place, stated that City Attorney Martyn has been the most receptive and responsive attorney the City has had in many years. Ms. Martyn has been able to supply answers to the Council without having to research and report back as past attorneys have had to do. If the Council is serious about replacing the City Attorney, they need to look at her work and per- formance throughout her tenure with the City. Paul Gipple, 125 N. Walnuthaven Drive, stated that there could be a transient problem at the boarded -up Executive Lodge. He noticed tagging and five air conditioning windows that have been broken. Interim City Manager Glover stated that staff would investigate. Ziad Alhassen, 3050 Sunrise Road, suggested an audit of the City Attorney, simply as a due diligence process not unlike what other cities have done. MAYOR'S REPORTS Mayor Wong reflected that this would be his last report as Mayor and spoke about the City's successes over the last year. Even though the City Council often has five differing opinions, it has worked together this past year on several issues; such as the mail - ballot election and the fire protection initiative — both unanimously supported by the Council. He commended past Councils for laying sound foundations and City staff for carrying out Council directives. Some of the projects Mayor Wong mentioned include: the Eastland upgrade, Disney Club, the Auto Row with two grand openings, the Hurst Ranch Museum, and Community Services programs under the leadership of Community Services Director Cindy Collins. COUNCILMEMBERS' REPORTS Councilmember Howard thanked Mayor Wong for his time and efforts in serving the community well this past year. COUNCIL REORGANIZATION City Clerk Berry conducted the election of Mayor for the next year. Councilmember Herfert nominated Richard Melendez for Mayor. Mayor Richard Melendez Motion by Herfert and seconded by Touhey to elect Richard Melendez as Mayor of West Covina. Motion carried 5-0. Mayor Melendez conducted the election of Mayor Pro Tem. Councilmember Touhey nominated Steve Herfert as Mayor Pro Tem. Mayor Pro Tem Steve Herfert Motion by Touhey and seconded by Wong to elect Steve Herfert as Mayor Pro Tem of West Covina. Motion carried 5-0. Designation of Alternate to Los Angeles County Sanitation District Mayor Melendez explained that as the Mayor, he automatically becomes the City's delegate to the Los Angeles County Sanitation District, but the Council needs to designate an alternate in the event the Mayor cannot attend one of the meetings. Councilmember Wong Councilmember Howard nominated Benjamin Wong as the as delegate alternate. Motion by Touhey and seconded by Howard to appoint Councilmember Wong as the alternate delegate to the Sanitation District. Motion carried 5-0. K Council Minutes of 3/17/98 ADJOURNMENT Attest: K/ City Clerk Janet Berry Mayor Melendez introduced his family members to the audience. He then spoke of the importance of communication and accessibility to the citizens of West Covina and his plan to initiate quarterly community meetings called "Coffee with the Mayor" to be available to the residents. Mayor Melendez announced his objectives for the upcoming year, which he encompassed in a program entitled "RECOVER." The letters of Recover stand for the following areas he plans to concentrate his efforts: R — Redevelopment E — Economic Development C — Culture, Arts, and Special Events O — Organization V — Vision E — Environment R - Representation Mayor Pro Tern Herfert introduced his family members and thanked them for their continued love and support. Councilmember Touhey extended his congratulations to newly elected Mayor Melendez and Mayor Pro Tern Herfert. Motion by Howard and seconded by Herfert to adjourn the meeting at 9:04 pm.
