SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
FEBRUARY 17, 1998
isThe special meeting of the West Covina City Council was called to order by Mayor Wong at 4:25 pm in
the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Wong, Mayor Pro Tern Melendez, Councilmembers Herfert
and Howard. Councilmember Touhey arrived at 4:40 pm.
Others Present: Starbird, Glover, Pidgeon, Tony, Martyn, Berry
PUBLIC COMMENT ON AGENDA ITEMS No comments offered.
REBUTTAL ARGUMENT The staff report was presented by Acting Assistant City
Manager/Public Works Director Glover. The City Council
discussed the language for the Measure C Rebuttal Argument.
Council concurred on the rebuttal wording, as amended.
This part of the meeting concluded at 4:35 pm and Council retired
to the City Manager's Conference Room for closed session items.
Councilmember Touhey arrived at 4:40 pm.
CLOSED SESSION Mayor Wong commenced the closed session at 4:45 pm. The
following staff members were present for their applicable matters:
Francis, Collins, Glover, Berry.
CONFERENCE WITH LEGAL COUNSEL: Potential Litigation
Pursuant to Government Code § 54956.9(b): Two cases
Councilmember Herfert left the meeting at 5:50 pm, due to a family emergency.

Recess for RDA Closed Session Mayor Wong recessed the City Council at 6:15 pm to commence a
discussion on the Redevelopment Agency closed session items.
The RDA meeting concluded at 6:44 pm.
• Regular Council Meeting At 6:45 pm the City Council ceased discussion on closed session
items to attend a scheduled reception in the Community Room for
the City's 75 h Birthday Kickoff Celebration. At 7:50 pm the City
Council was called to order to conduct the regularly scheduled
Council meeting. The City Council adjourned the regular meeting
at 9:30 pm to continue the following closed session items in the
City Manager's Conference Room. Councilmember Herfert
remained absent.
