02-03-1998 - Regular Meeting - Minutes• MINUTES REGULAR MEETING OF THE WEST COVINA CITY COUNCIL February 3, 1998 The regular meeting of the West Covina City Council was called to order by Mayor Wong at 8:14 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by Don Bommarito of California -Pacific Conference. The Pledge of Allegiance was led by Council - member Touhey. ROLL CALL Mayor Wong, Mayor Pro Tem Melendez, Councilmembers: Herfert, Howard, Touhey Others Present: Starbird, Martyn, Glover, Collier, Keating, Greene, King, Mayer, Pidgeon, Francis, Collins, Yoshizaki, Dillon, Tucker, Palkhiwala, Tong, Berry APPROVAL OF MINUTES Motion by Herfert and seconded by Melendez to approve the fol- lowing sets of minutes: Special meeting of January 20, 1998 Regular meeting of January 20, 1998 Motion carried 5-0. RDA CALLED TO ORDER Mayor Wong called to order the Redevelopment Agency at 8:16 pm to conduct the following joint public hearing. HEARING JOINT PUBLIC HEARING — FIRST AMENDMENT TO LEASE/DISPOSITION & DEVELOPMENT AGREEMENT BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY OF WEST COVINA AND HOFFMAN ENTERPRISES City Manager Starbird stated that the newspaper mistakenly advertised this hearing for February 2nd. This hearing will have to be renoticed, and it can be done in time for the next Council meeting of February 17th. INTERIM REDEVELOPMENT AGENCY EXECUTIVE DIRECTOR AND INTERIM CITY MANAGER Interim City Manager & City Manager Starbird presented the staff report recommending RDA Executive Director that Chet Yoshizaki be appointed as the Interim Executive Director of the Redevelopment Agency and Pat Glover be appointed as the Interim City Manager. Motion by Touhey and seconded by Howard to approve the recommended appointments and approve a 10% pay increase for both individuals for the duration of their interim appointments. Motion carried 5-0. Approval of Demands for the Redevelopment Agency was con- sidered at this time and then the Redevelopment Agency was adjourned at 8:19 pm. Mayor Wong continued the City Council Agenda at 8:19 pm. ORAL COMMUNICATIONS Walt Houser, President of the West Covina Police Officers' Association, stated that the police officers have been without a contract for the last six months. He emphasized the reason for their desire to increase the survivor's benefit. Council Minutes of 2/3/98 • CONSENT CALENDAR Ray Norton, President of the West Covina Police Management Association, stated his group's support for the Police Officers' Association. Roberta Azpietia, 1740 Oakridge Circle, spoke supportively for the police officers of West Covina. City Manager Starbird clarified the meet and confer process to date with the Police Officers' Association and the package the City's is offering. He stated that the City will meet again at the table to see whether or not it is accepted by the Association. Yolanda Fernandez.vs City of West Covina On November 12, 1997, the City Clerk's office received a claim for property damage. The amount of claim had not been determined at time of presentation. Miscellaneous — Planning Department Transfer of Funds — Limited Service Plannine Assistant Recommendation is to authorize the transfer of $27,000 from Other Contractual (110-2313-6120) to Limited Service (110-2313- 5112). Miscellaneous — Finance Recommendation is to authorize the Finance Department to extend the contract for accounting services with Accountemps through April 1998, as needed, and authorize the transfer of $14,600 in appropriations to the limited service line -item. Miscellaneous — Community Services Approval to Sell Alcoholic Beverages at the West Covina Beautiful Birthdav Ball Recommendation is to approve the sale of alcoholic beverages at the West Covina Senior Center for the February 20, 1998 event. Bus Shelter Advertising - Motion by Touhey and seconded by Howard to approve the Eller Media Company agreement with Eller Media Company for twenty-five new custom bus shelters and authorize the Mayor and City Clerk to execute the agreement. LEA/ENVIRONMENTAL SERVICES No reports for this meeting. REDEVELOPMENT AGENCY The Redevelopment Agency was considered earlier in the meeting. FINANCE DEPARTMENT REVIEW OF BUSINESS LICENSE ADMINISTRATIVE POLICY Finance Director Tucker presented the staff report. Business Licenses Motion by Touhey and seconded by Melendez to revoke the non -codified administrative policy and require all companies doing business within the City of West Covina to obtain a business license. Motion carried 5-0. CITY MANAGER VERBAL REPORT REQUESTING AUTHORIZATION TO RETAIN INTERIM POLICE CHIEF CONTRACT SERVICE City Manager Starbird presented an oral report relative to the recruitment he conducted for an interim police chief. He recom- mended William Ellis, retired former Police Chief of Long Beach. Interim Police Chief - Motion by Howard and seconded by Touhey to approve the William Ellis appointment of William Ellis as Interim Police Chief. Motion carried 5-0. Mr. Starbird introduced Interim Police Chief Ellis. APPROVAL OF DEMANDS Motion by Herfert and seconded by Howard to approve Demands totaling $1,006,469.95 as listed on check registers FI 175146 thru 175460. Motion carried by roll call vote: AYES: Herfert, Howard, Melendez, Touhey, Wong NOES: None ABSTAIN: Touhey re: Community Food Bank 4 Council Minutes of 2/3/98 • ORAL COMMUNICATIONS Although Oral Communications was taken earlier in the meeting, Mayor Wong asked for any other comments from the audience. No one addressed Council. MAYOR'S REPORTS INTERIM CITY MANAGER This item was taken earlier in the meeting. COUNCILMEMBERS' REPORTS APPROVAL OF ARGUMENT IN FAVOR OF THE RE- PLACEMENT SPECIAL TAX/MEASURE C Council reviewed the staff report and discussed the wording of the argument in favor of Measure C, the City's ballot measure for April28, 1998. Argument in Favor of Measure C Councilmember Touhey requested staff to ensure that the School District was exempt. Public Works Director Glover stated that he would review and report back on that issue. Council discussed the language proposed for the argument and after discussion agreed to include the phrase "Measure C Replaces Lost Funds" at the beginning of the argument as well as preceding the last paragraph. Motion by Herfert and seconded by Howard to approve the ballot argument wording, as amended, and to exempt the School District from the replacement special tax if not already exempt. Motion carried 5-0. APPOINTMENT OF COMMISSIONER TO COMMUNITY SERVICES COMMISSION Council reviewed the staff report. Councilmembers Howard and Melendez, interviewing subcommittee, reported on their joint recommendation to nominate Helena Redondo for the vacant position. City Clerk presented: Resolution 9534 - RESOLUTION NO. 9534 — A RESOLUTION OF THE Helena Redondo CITY COUNCIL OF THE CITY OF WEST COVINA, CALI- FORNIA, APPOINTING HELENA REDONDO TO THE COM- MUNITY SERVICES COMMISSION Motion by Howard and seconded by Melendez to waive further reading and adopt. Motion carried 5-0 to appoint Helena Redondo to fill the position expiring in June, 1998. Councilmember Herfert requested staff to report back regarding age requirements for appointees to the Senior Citizens Commission. ADJOURNMENT ATTEST: Councilmember Howard requested that the meeting be adjourned in memory of Lu Browne, past Councilmember Nevin Browne's wife.
