SPECIAL MEETING
WEST COVINA CITY COUNCIL
NOVEMBER 11, 1997
• The special meeting of the West Covina City Council was called to order by Mayor Wong at 5:40 pm in
the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West Covina.

CITYWIDE LIGHTING AND MAINTENANCE DISTRICT
City Manager Starbird presented the objectives for the study session.
Public Works Director Glover presented the staff report, covering the
following facets:
* The history of the citywide district
* The impact of Proposition 218
*' The citywide maintenance district
* The residential rate history of the district
* The fiscal year operating costs of the district
Mr. Glover expounded on 'he issue before Council: for 1997/98 the
citywide district will have used all its reserves. How can the City fund
services in future years. If a special replacement tax is the answer, how
does the City obtain a two-thirds approval rating from the voters? He
commenced a discussion on strategies to address the two -third majority
requirement for the passage of a special tax. He presented five options for
Council to consider utilizing five different special tax rates and the extent
of the services each would provide. Council discussed the options, as well
as the impact of the special replacement tax on single-family residences in
combination with the general assessment approved in July, 1997.
Briefly, the five options were:
1) Full funding with reserves
2) Full funding with no reserves
3) park funding with reserves
4) Minimum Funding with no reserves
5) Two tier: residential/commercial
Council discussed an appropriate election date and concurred on directing
staff to prepare a staff report targeting the 280' day of April, 1998. The
staff report is to address the alternatives in setting a special replacement
tax between $50 and $65 — something between Option 2 and Option 3.
Mayor Wong discussed the possible impacts of putting two measures on
. the ballot, giving the voters a choice on two different special tax rates.
Mayor Pro Tern Melendez wasn't so sure the 2/3 requirement would be
met by providing two options on the ballot.
City Manager Starbird suggested a 2% cap if Council wanted to
include a CPI. Councilmember Touhey requested a list of alternatives in
the event a no vote prevailed.

Motion by Herfert and seconded by Howard to direct staff to report back
with a special replacement tax amount somewhere between $50 and $65,
include a CPI cap of 2%, address the possibility of two rates on the ballot,
and develop a public education plan with a proposed budget. Motion
carried 5-0.
ADJOURNMENT Motion by Herfert and seconded by Melendez to adjourn the meeting at
6:47 pm. Motion carried 5-0.
