09-23-1997 - Special Meeting - Minutes• MINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL SEPTEMBER 23, 1997 The special meeting of the West Covina City Council, scheduled for 5:30 pm, was called to order by Mayor Pro Tern Melendez at 5:43 pm in the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Pro Tem Melendez, Councilmembers Herfert, Howard, Touhey Absent: Mayor Wong (excused) Others Present: Starbird, Wylie, Distelrath, Ure, Collier, Greene, Samaniego, Glover, Fong, Martyn, Miller, Berry COMMENTS ON AGENDA ITEMS No comments offered. The following issues were held over from the September 161s City Council meeting for action this evening. However, the transmission of an urgency ordinance to amend the PERS contract was added and was duly noticed in the public notice for this special meeting. CONSENT CALENDAR Commission Summary of Action (receive & file) Community Services Conunission . . . . . . . . .. . 8/12/97 PUBLIC SAFETY - POLICE DEPARTMENT URGENCY ORDINANCE PROHIBITING THE UNSAFE LOADING AND/OR UNLOADING OF STUDENTS ACROSS THE STREET FROM SCHOOL Police Chief Distelrath elaborated on the staff report. Council spoke favorably of its adoption. Council concurred on revised language to clarify its intent. City Clerk presented: Ordinance 2003 - ORDINANCE NO. 2003 - AN ORDINANCE OF THE Loading/Unloading school students CITY COUNCIL OF THE CITY OF WEST COVINA REGARDING JUVENILE TRAFFIC SAFETY AND DECLARING THE URGENCY THEREOF Motion by Howard and seconded by Touhey to waive further reading of the ordinance and adopt. Motion carried by roll call vote: AYES: Herfert, Howard, Touhey, Melendez NOES: None ABSENT: Wong The motion included directing the Police Chief, on behalf of the City Council and the community, to seek state legislation to address the issue. Council Minutes of 9/23/97 ADMINISTRATIVE SERVICES PERSONNEL SERVICES MEET AND CONFER - WEST COVINA FIREFIGHTERS' ASSOCIATION WC Firefighters' Assn. - Impasse Personnel Director Ure elaborated on the staff report. Mayor Pro Tem Melendez acknowledged the Firefighters' Association letter declaring • impasse and asked for any additional comments from the Firefighters' representative. West Covina Firefighters' Association President Burton addressed Council. He stated that Ms. Ure was correct in her assess- ment of the impasse situation, adding that the Association was at odds with the manning of the truck company. That issue is what has caused the impasse. He felt it was resolvable and desired that the matter go to mediation. Mayor Pro Tem Melendez asked Fire Chief Greene if he would like to address Council. Fire Chief Greene stated that there would be no lessening in staffing. He stated that other agencies that have incorporated the four -man truck company have been able to increase effectiveness and work out any snags during staff discussions and meetings. The West Covina Firefighters have been encouraged to speak with Fire management throughout the process and they have not. He also noted the change in calls for service over the past several years. Less calls are received for, fire suppression and more calls are received for emergency medical help. He concluded by discussing the reserve firefighters, of which there are fifteen. Mayor Pro Tem Melendez asked for the reading of the resolution. City Clerk presented: Resolution 9492 - RESOLUTION NO. 9492 - A RESOLUTION OF THE re Firefighters' Assn. CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223, RELATING TO COMPENSATION AND CLASSIFICATION OF POSITIONS AS AMENDED, AND FDONG COMPENSATION AND BENEFITS FOR CLASSES REPRESENTED BY THE WEST COVINA FIREFIGHTERS'ASSOCIATION Motion by Herfert and seconded by Touhey to waive further reading of the resolution and adopt. Motion carried 4-0. FEDERAL MINIMUM WAGE ADJUSTMENTS Federal Minimum Wage Council reviewed the staff report. Mayor Pro Tem Melendez stated that this was a public meeting and the time and place for anyone wishing to address this issue and asked specifically for comments. No one addressed Council. City Clerk presented Resolution 9493 - RESOLUTION NO. 9493 - A RESOLUTION OF THE Reserve Police Officer & CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFOR- Clerk Aide I NIA, FDCIVG THE COMPENSATION OF CLASSIFICATIONS VMIEN THE CITY OF- WEST COVINA LIMITED SERVICE CLASSIFICATION AND AMENDING RESOLUTION NO. 9393 Motion by Herfert and seconded by Touhey to waive further . reading of the resolution and adopt. Motion carried 4-0. Motion carried by roll call vote: AYES: Herfert, Howard, Touhey, Melendez NOES: None ABSENT: Wong RISK MANAGEMENT APPOINTMENT OF ICRMA SUBSTITUTE ALTERNATE ICRMA Alternates City Manager Starbird presented the staff report. Councilmember Herfert felt there were other ways for the ICRMA to gain quorums at their meetings than to increase the number of alternates. For instances, the meetings could be held during the evening when more elected officials could attend and they could rotate the location of the meetings to other areas of the County. Council agreed with Mr. Herfert's comments and decided not to adopt the requested resolution. Motion by Herfert and seconded by Touhey to receive and file the staff report and to direct staff to correspond with ICRMA relating the feelings of the City Council. Motion carried 4-0. COUNCILMEMBERS' REPORT CHANGES IN LOS ANGELES COUNTY SANITATION DISTRICTS' RULES FOR SEWER CREDITS Council reviewed the staff report and Councilmember Touhey stated that the report answered the questions he had posed to staff. Motion by Touhey and seconded by Herfert to receive and file the report. Motion carried 4-0. ADJOURNMENT Motion by Howard and seconded by Herfert to adjourn the meeting at 6:27 pm. Motion carved 4-0.
