SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
SEPTEMBER 15, 1997
The special meeting of the West Covina City Council, scheduled for 4:00 pm, was called to order by Mayor
Wong at 4:25 pm in the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West Covina.
CALL TO ORDER Mayor Wong, Mayor Pro Tern Melendez, Councilmember
Howard. Councilmember Touhey arrived at 5:10 pm.
Absent: Councilmember Herfert
Others Present: Starbird, Martyr, Greene, Berry
PUBLIC COMMENTS ON AGENDA ITEMS
No comments offered.
STUDY SESSION The City Council discussed language for the ballot argument in
opposition to MEASURE B, the firefighters' initiative scheduled
for a special election on December 9, 1997.
Motion by Melendez and seconded by Howard to adopt
the language, as amended. Motion carried 4-0.

ADJOURNMENT

Mayor Wong recessed the City Council at 4:47 pm. The Council
reconvened at 5:15 pm with all members present.
Discussion ensued regarding the process and preparation of the
rebuttal arguments. Council concurred that the same Council sub-
committee would work with staff and the citizens committee to
draft a rebuttal. The draft will be made available for comments
and signatures for filing by September 25, at 5:00 pm.
Motion by Touhey and seconded by Melendez to adjourn the
meeting at 5:50 pm. Motion carried 4-0.
