AUGUST 5,1997
The special meeting of the West Covina City Council, scheduled for 5:30 pm, was called to order by Mayor
Pro Tem Melendez at 6:15 pm in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue,
West Covina.
ROLL CALL Mayor Pro Tern Melendez, Councilmembers Herfert and Howard
Councilmember Touhey arrived at 6:30 pm.
Absent: Mayor Wong (excused)
Others Present: Starbird, Wylie, Ure, Greene, Collins, Martyn, Berry

CLOSED SESSION Mayor Pro Tern Melendez convened the closed session at 6:15 pm to
