SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
NNE 10,1997
The special meeting of the West Covina City Council, scheduled for 6:00 pm, was called to order by Mayor
Wong at 6:27 pm in the City Hall Management Resource Center, 1444 W. Garvey Avenue, West Covina.

STUDY SESSION - FY 97/98 PROPOSED ANNUAL BUDGET
Chamber of Commerce
Sonnie Fairest incoming president of the Chamber of Commerce, pre-
sented the 1997/98 Program of Work and Budget. The FY 97/98
budget of $444,350 incorporates $347,500 in Business Improvement
Tax ($316,000 regular BIT allocation and $31,500 for an expanded
Shop West Covina program).
Councilmember Touhey reminded the Chamber and the City to be sure
and shop West Covina first. Councilmember Herfert liked the idea of a
joint newsletter.

Assistant City Manager Wylie presented the
entire BIT budget, of
which the Chamber's portion above is included.

Motion by Touhey and seconded by Herfert to include the BIT in the
amount as proposed, with further information regarding the Holiday
Decorations/Tree Lighting and NLAMP to be supplied prior to
spending any funds on these items. Motion carried 5-0.
Mayor Wong departed at 7:04 pm. Mayor Wong stated that he was leaving to attend the West Covina
School Board Meeting to speak to the Board about their impending
action on the Citywide Assessment District. He would return as soon
as the vote was taken and would report to Council upon his return. He
turned the meeting over to Mayor Pro Tem Melendez.

Mayor Pro Tern Melendez hoped the Chamber of Commerce would
become more involved in Cinco de Mayo, Chinese New Year, and
other cultural events. He liked the fact that the Saturday Farmers'
Market is relocating to the GlendoraNine shopping center.
Redevelopment Amen
Redevelopment Agency Director Yoshizaki introduced the RDA staff
members present and Dawn Hassett of Geographics presented the
Economic Development Plan for 1997 through 1999. Councihnember
Herfert commenced a discussion on eliminating various items from the
Economic Development Plan. Lengthy Council discussion followed.
Mayor Wong returned and resumed leadership of the meeting.
Motion by Herfert and seconded by Melendez to direct staff to develop
an RFP for a new strategic marketing plan. Motion carried 5-0.
Mayor Wong called a recess at 9:30 pm. Council reconvened at 9:45
pm with all members present.
Mayor Wong announced the negative vote taken by the WCUSD
Board Members in relation to the citywide assessment protest ballots.
Motion by Herfert and seconded by Melendez to adjourn the meeting
at 9:48 pm. Motion carried 5-0.
