06-02-1997 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL NNE 2, 1997 The special meeting of the West Covina City Council, scheduled for 6:00 pm, was called to order by Mayor Wong at 6:10 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Wong, Mayor Pro Tern Melendez, Councilmembers Herfert, Howard, Touhey Others Present: Starbird, Glover, Distelrath, Collins, Greene, Koniarsky, Tucker, Fong, Tong, Nelson, Palkhiwala, Panas, Mayer, Jones, King, Yauchzee, Collier, Mueller, Yoshizaki, Wylie, Shott, Berry PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered. STUDY SESSION - FY 1997/98 PROPOSED ANNUAL BUDGET City Engineer Glover stated that he would first present an overview of the FY 97/98 requested projects with the sport leagues first. He explained the ratings of the projects that were given by the Human Services Commission: "A for top priority through "F" for least of the priorities. Using a second handout, Council was able to determine which funding source to charge the various projects. A number of requested projects are intended for construction or improvement on school property and Councilmember Howard stated her reluctance to move forward with those projects without the prior approval of the School District. Council also expressed interest in receiving a breakdown of the number of West Covina residents that participate in the various sport leagues. Councilmember Herfert suggested that Council approve the "A" pro- jects and then consider the rest of items individually. One of those projects, additional fights at the Edgewood Middle School tennis courts, was questioned by Councilmember Touhey. It was explained that the lights would be turned towards the JV field for night practice. City Manager Starbird suggested that there were a number of projects proposed for the Edgewood Middle School site and that it might be a good idea to set aside $22,000 for a consultant/study to develop a master plan, rather than implementing projects on a piece- meal bases. Council appreciated this suggestion. On another matter, Councilmember Touhey noted that at Cameron Park when the lights dim to 50%, there isn't enough time for the leagues to clear the fields and clean up. He suggested that the period of time be extended. In relation to the Edgewood Middle School site, Mayor Wong stated his concern with approving $100,000 for permanent rest rooms. He favored expending that money for field and other improvements for the participants and that the currently available rest rooms (temporary or permanent) in the area might be sufficient for now. Councilmember Touhey stated the rest rooms are not intended for the soccer players only, but for participants of all the activities at that location. Council Minutes of June 2, 1997 "A" Projects Motion by Herfert and seconded by Touhey to approve all the "A" projects including the funding for the Edgewood Middle School projects, utilizing the most restricted funds possible, but hold the Edgewood Middle School site projects in abeyance until a Master Plan can be developed. Motion carried 5-0. °B" Projects Scoreboard Protective Barrier at Shadow Oak Park Motion by Melendez and seconded by Herfert to approve $5,000 for this project. Motion carved 5-0. Councilmember Howard departed at 7:45 pm. Flagpole at Hollencrest Middle School Motion by Herfert and seconded by Touhey to approve $2000 for this project. Motion carried 3-1 with Wong voting no. Pedestrian Gate at Edgewood Middle School Motion by Herfert and seconded by Touhey to approve $1000 for a pedestrian gate between the track and basketball courts, pending approval of the School District. Motion carried 4-0. "C" Projects Back Stop Fencing at Del Norte Park Motion by Herfert and seconded by Touhey to approve $20,000 to install new fencing on back stops and safety fencing for dugouts at Del Norte Park. Motion carried 4-0. Edgewood Middle School Improvements Motion by Herfert and seconded by Wong to approve $50,000 for new irrigation on new fields and JV fields; $50,000 for new sod on new fields, JV field, and the baseball field in the northwest comer; and $7,000 for four sets of semi -permanent goals with nets and sleeves for new fields - all pending the Master Plan development. Motion carried 4-0. Maverick Field Service Improvements Motion by Herfert and seconded by Melendez to approve $25,000 for service improvements including: a) striping parking area, b) monument sign, c) batting cage, and d) brick dust. Motion carried 4-0. Ben Sanchez Ben Sanchez, president of West Covina Express Soccer Club, requested Council to please consider approving $120,000 for fights on Field No. 1 (Commission had rated this project an "F"). Council dis- cussion ensued and concurred on including this item into the Master Plan study. Non -Rated Projects Park Facilities Maintenance After a brief discussion on these items, a motion was made by Herfert and seconded by Melendez to approve $200,000 for the following projects: Security Lighting Improvements (Phase 1) $60,000 ' Miscellaneous Park Improvements 20,000 Shakespeare Park Site Stream Clearing 25,000 Various Parks Barrier Removal (ADA) 70,000 Fencing & ADA ramps at Palmview Park Child Care 10,000 Upgrade Marquee at Palmview Park 5,000 WCHS Tennis Courts new nets and paint 10,000 Motion carried 4-0 2 Council Minutes of June 2, 1997 th Councilmember Herfert mentioned there were some homeless people living behind Christ Lutheran Church near Cortez Park. Staff to check into the situation. New Park Facilities Council discussed the various following items, offering their preferences for consideration. Mayor Pro Tern Melendez supported the Mobile Recreation Program for $47,000, the Rehabilitation of the Show Mobile for $20,000, and the Portable Storage Containers for $3,000. Council - member Touhey noted that Applebee's would like to donate some money to the Show Mobile revamp if credit would be given to them by advertising the Applebee's name on the side. Mayor Pro Tern Melendez also favored the City Hall Satellite near Amar and Azusa for $75,000, City Hall furnishings for the first floor at $28,000, Shadow Oak Park roller rink with rest room and parking at $600,000, and a swimming pool with parking at $2,000,000. Councilmember Herfert favored scheduling a grand opening at the Heritage Gardens with a six-month check to determine its success. He supported the Westside Historical Facility extra funding of $700,000. Councilmember Herfert supported the following projects: Edgewood Sports Complex Master Plan for $22,000, Cortez Park Expansion final payment of $13,000, Galster Park Master Plan Expansion for $21,000, and Hockey Protective Netting at Orange- wood Park for $15,000. Councilmember Touhey supported the 75s' Birthday Planning for $25,000. Mayor Wong favored City Visioning Process for $45,000. Streets Motion by Herfert and seconded by Touhey to approve the street projects as recommended, including Holiday lighting. The motion specifically excluded the projects proposed for CEFI funds. Motion carried 4-0. Councilmember Herfert requested the City Engineer to report back on the costs for holiday lighting on Amar Road, east to Nogales.
