05-19-1997 - Special Meeting - MinutesY 1 MINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL MAY 19, 1997 The special meeting of the West Covina City Council, scheduled for 6:00 pm, was called to order by Mayor Pro Tem Melendez at 6:07 pm in the Management Resource Center at City Hall; 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Pro Tem Melendez, Councilmembers Herfert, Howard, Touhey (Councilmember Herfert departed at 6:40 pm) Absent: Mayor Wong (excused) Others Present: Starbird, Wylie, Koniarsky, Panas, Tucker, Delgadillo, Distelrath, Janis, Greene, Glover, Collier, Mayer, Miller, Hoppe, Golden, Samaniego, King, Meyer, Gannon, Ure, Collins, Bommarito, Fields, Jones, Cook, Smilowitz, Keating, Irwin, Fong, Berry PUBLIC COMMENT ON AGENDA ITEMS No comments offered STUDY SESSION - FY 97/98 PROPOSED ANNUAL BUDGET City Manager Starbird stated that Council had an Appropriation Component summary from each of the departments and that each Department Manager would briefly speak to their budgets proposed for FY 97/98. Herfert departed at 6:35 pm. Police Department - John Distelrath Upon conclusion of the Chief s comments, Councilmember Herfert asked about the reserve program. Chief Distelrath said the number of reserve officers has diminished a little due to retirements and the difficulty in hiring new reserves. Reserves must go through the academy, as regular officers are required to do, and they must be willing to put in the time to meet the reserve program requirements. Councilmember Howard asked about the computers in the patrol vehicles. Thirty-three lap tops have been ordered as replacements, responded Chief Distelrath. Fire Department - Richard Greene and Joe Janis Chief Greene presented the overall budget and Battalion Chief Janis gave a presentation on the concept of incorporating a transport pro- gram into the Department. He also reviewed a subscription program for paramedic services in the City. Communications - Jack Keating Communications Director Keating presented a roll-over budget for FY 97/98. Councilmember Howard commented on one of his highlights for the next fiscal year. She thought it was a great idea to completely automate the administration of the Alarm Ordinance. Public Works - Pat Glover City Engineer Glover presented Public Works, including Building and Maintenance. Discussion ensued regarding the rehabilitation of streets. Mr. Glover explained the difference between slurry seal overlay and repaving, and when and why the different methods are used, including the cost differential. Council Minutes of 5/19/97 Recess EVIX1 1: ►lu 1 Attest: City Clerk Janet Berry Environmental Services - Mike Miller Environmental Services Director Miller presented the proposed budget and a discussion developed regarding electric vehicles and electric ser- vice stations. Waste Management Enforcement Agency - Steve Samaniego Planning Department - Jeff Collier In response to a Council question, Mr. Collier stated that the last time the entire Municipal Code was recodified was 1977 - 1979. Human Services - Cindy Collins As the new Human Services Director, Cindy Collins, gave a full pre- sentation for the upcoming year which included: a new departmental philosophy, restructuring and renaming the department, new projects (such as service to the southern portion of the City, youth programs, community events, and partnership programs with outside organi- zations), and budgetary considerations. Ms. Collins proposed three positions and their respective responsibilities: Analyst (to be completely funded by grant money), Coordinator (from part-time to full time and also completely funded through grants), and a Recreation Supervisor (to be funded 25% through fees and 75% through the General Fund). Councilmember Touhey suggested staff look into contracting for athletic activities and perhaps the City could receive a portion of the revenues. He asked that Recreation Leaders and Child Care Center staff salaries be reviewed to avoid compaction as the minimum wage was recently increased by the Federal government. Councilmember Howard liked the idea of changing the name of the department. Mayor Pro Tern Melendez stated that he Eked the direction in which the department was headed. City Clerk's Office - Janet Berry Finance Department - Abe Koniarsky Mayor Pro Tern Melendez called a recess at 8:27 pm. Council recon- vened at 8:37 pm with Herfert and Wong absent. Personnel Services - Diane Ure General Administration - Steve Wylie Assistant City Manager Wylie presented the budgets for City Council, Office of the City Manager, City Attorney, Community Information, and Memberships. Council discussed the inclusion of other agencies into the City's quarterly newsletter "Today." City Manager Starbird reminded Council that the next study session is schedule for June 2, at 6:00 pm in the MRC. Motion by Melendez and seconded by Howard to adjourn the meeting at 8:50 pm.
