The special meeting of the West Covina City Council was called to order by Mayor Wong at 5:40
p.m. in the City Manager's Conference Room, City Hall, 1444 West Garvey Avenue, West Covina.

(arrived at 6:18 p.m.), Howard, Touhey

II. CLOSED SESSION
Mayor Wong recessed the special meeting to conduct a closed session to discuss the
following matters:
