03-11-1997 - Special Meeting - MinutesP MINUTES SPECIAL MEETING WEST COVINA CITY COUNCIL MARCH 11,1997 The special meeting of the West Covina City Council was called to order at 7:40 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by Father Ray Smith and the Pledge of Allegiance was led by Dan Oki, Superior Court Judge. ROLL CALL Mayor Touhey, Mayor Pro Tem McFadden, Councilmembers Herfert, Manners, Wong Others Present: Starbird, Wylie, Marlyn, Glover, Miller, Greene, Samaniego, Collier, Keating, Ure, Leonard, Gannon, Schimanski, Distelrath, Yoshizaki, Koniarsky, Berry PUBLIC COMMENTS ON ITEMS ON THE AGENDA No comments offered. CERTIFICATE OF CANVASS OF THE GENERAL, MUNICIPAL ELECTION OF MARCH 4,1997 Council reviewed the staff report. City Clerk Berry presented: Resolution 9417 - . RESOLUTION NO. 9417 - A RESOLUTION OF THE 3/4/97 election results CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFOR- NIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD MARCH 4, 1997, AND DECLARING THE RESULTS AND OTHER SUCH MATTERS AS PROVIDED BY LAW Motion by Herfert and seconded by McFadden to waive further reading of the resolution and adopt. Motion carried 5-0. PRESENTATIONS TO RETIRING CITY COUNCILMEMBERS Audrey Lynberg, representing Los Angeles County Supervisor Michael Antonovich, presented a County of Los Angeles County Scroll to Councilmember Manners and to Councilmember McFadden. Chris Freeland, representing Congressman David Dreier, presented a Congressional Certificate of Recognition to Councilmember Manners and to Councilmember McFadden. Bruce Kehe, representing State Assemblyman Gary Miller, presented a Resolution to Councilmember Manners and to Councihnember McFadden. Mayor Touhey presented a Certificate of Recognition from State Assemblyman Bob Margett to Councilmember Manners and to Coun- cilmember McFadden. Mayor Touhey presented a Certificate of Recognition from State Senator Richard Mountjoy to Councilmember Manners and to Coun- cilmember McFadden. Mayor Touhey presented a City Resolution. of Commendation and Tile to Councilmember Manners and to Councilmember McFadden. Special Council Meeting of 3/11/97 COMMENTS FROM RET MG COUNCILMEMBERS Councilmember Manners Councilmember Manners thanked the citizens for making her tenure on the City Council a privilege, and hoped that she was successful in helping citizens with their problems and concerns. She did feel fairly certain that she had done a credible job because she was reelected twice. Councilmember Manners stated that current City Councils cannot accomplish successes on their own, but build on actions and policies of past City Councils. She also commended City staff for their dedication and work in making the City Council look good and carry out Council instructions even if they didn't always agree with that direction Council was taking. Councilmember McFadden Councilmember McFadden expressed his appreciation to the citizens for their support, and especially his mother and father who were partic- ularly inspirational to him. He related some of the accomplishments over the past years and his plan to stay active in the community. He thanked City staff for working with the Council in running the City as cost-effectively and productively as possible. Lastly, he congratulated the newly elected officials and cautioned them about the size of the Agenda packets. OATH OF OFFICE TO NEWLY ELECTED AND RE-ELECTED OFFICIALS Robert O. Young, recently retired Municipal Court Judge, conducted the Swearing -In Ceremony. He administered the Oath of Office to the following and presented each with a Certificate of Election: * Re-elected City Clerk Janet Berry * Re-elected City Treasurer Marian Smithson * Re-elected City Councilmember Ben Wong * Newly elected City Councilmember Kathy Howard * Newly elected City Councilmember Richard Melendez At this time, out -going Councilmembers Manners and McFadden relinquished their seats at the Council dais to newly elected Council - members Howard and Melendez. COUNCIL COMMENTS Councilmember Howard Councilmember Howard stated she was happy to serve the community in this new capacity and pledged to carry out her duties to the best of her abilities. Councilmember Melendez Councilmember Melendez thanked his committee members for their hard work in helping elect him to office. He felt the Council was entering a new era of unity and would work hard at unifying the Council in their endeavors. REORGANIZATION OF COUNCIL ELECTION OF MAYOR Mayor Touhey turned the meeting over to the City Clerk to conduct . the selection of a new Mayor for the next year. Mayor Touhey nominated Councilmember Wong for Mayor. There being no other nominations, the nominations were closed and the City Clerk asked for a motion to elect Councilmember Wong as Mayor of West Covina. Councilmember Wong elected Motion by Touhey and seconded by Melendez to elect Benjamin Wong as Mayor of West Covina. The motion carried 5-0. Special Council Meeting of 3/11/97 • Mayor Benjamin Wong ELECTION OF MAYOR PRO TEM Mayor Pro Tem Richard Melendez Mayor Wong presented immediate past -Mayor Touhey with an out- going Mayor's plaque. Mayor Wong introduced his family members, thanking them for their continued support throughout the campaign and his previous term of office. He commended his campaign committee members as well. Mayor Wong appreciated the support given to him by Council - members Herfert and Touhey in electing him as Mayor, feeling that this was a new beginning for the Council in giving and receiving mutual support and cooperation. He stated that he also looked forward to working with newly elected Councilmembers Howard and Melendez. Mayor Wong remarked that the letters of the word "team" spell out "Together Everyone Accomplishes More" and this Council, as a team, would make West Covina the best city in the San Gabriel Valley. Mayor Wong conducted the election of Mayor Pro Tem. for the City. Councilmember Touhey nominated Councilmember Melendez for Mayor Pro Tem. There being no other nominations, the nominations were closed and Mayor Wong asked for a motion to elect Council - member Melendez as Mayor Pro Tem of the City. Motion by Herfert and seconded by Touhey to elect Council - member Melendez as Mayor Pro Tem of West Covina. The motion carried 5-0. City Manager Starbird spoke on behalf of the 400 employees and 100 part-time employees in congratulating the new members of Council and that staff looks forward to working with the new Council. DESIGNATION OF ALTERNATE TO LOS ANGELES COUNTY SANITATION DISTRICT Mayor Wong stated that as Mayor he is automatically the City's dele- gate to the Los Angeles County Sanitation District. However, the Sanitation District requires an alternate. He suggested Councilmember Touhey be elected as the alternate delegate. Councilmember Touhey as alternate Motion by Howard and seconded by Herfert to designate Councilmember Touhey as the alternate delegate to the Los Angeles County Sanitation District. Motion carried 5-0. DESIGNATION OF REPRESENTATIVE TO ICRMA Mayor Wong stated that a representative was needed for the Indepen- dent Cities Risk Management Authority (ICRMA) and asked for nomi- nations. As there were none, he asked for a volunteer. Councilmem- ber Howard volunteered. City Clerk Berry presented Resolution 9418 - RESOLUTION NO. 9418 - A RESOLUTION OF THE Councilmember Howard/ICRMA CITY COUNCIL OF THE CITY OF WEST COVINA TO APPOINT SPECIFIC REPRESENTATIVES TO THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY Motion by Herfert and seconded by Howard to waive further reading of the resolution and adopt.
