02-10-1997 - Special Meeting - MinutesMINUTES SPECIAL N EETING OF THE WEST COVINA CITY COUNCIL FEBRUARY 10, 1997 �J The special meeting of the West Covina City Council, scheduled for 6:30 pm, was called to order at 6:43 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Touhey, Councihnembers Herfert, Manners, Wong Absent: Mayor Pro Tern McFadden Others Present: Starbird, Wylie, Glover, Miller; Martyn, Samaniego, Distelrath, Mayer, Palkhiwala, Ure, Collins, Greene, Keating, Yoshizaki, Peters, Berry PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered. PROPOSITION 218 - UNDERSTANDING THE ISSUES AND IMPACTS FOR WEST COVINA Assistant City Manager Wylie presented a thorough review of Prop- osition 218. Proposition 218 is known as the "Right to Vote on Taxes Act' that was approved by the voters of California November, 1996. It places restrictions on taxes, assessments, and property -related fees and charges. He explained the differences between these three areas and how they relate to current City taxes, fees and assessments. The law does provide for exceptions and he related those areas as well to West Covina. Options available to the City regarding the Citywide Maintenance District were explored. These included: a) preserve as much of existing 72 Act district as possible, b) bond for ongoing capital and maintenance expense, c) special tax to replace citywide district, d) maintain the status quo, and d) eliminate the citywide district. Mr. Wylie discussed specifics regarding the Sewer Standby and Avail- ability Charge, water rates, and refuse collection. Staff recommen- dations were offered as food for thought. He sought general direction on how to respond to Proposition 218 as the 97/98 budget is prepared. Council Comments Councilmember Herfert felt the basic concepts of Proposition 218 were good and reminded Council of the inclusion of items into the citywide district as examples of the kind of thing Proposition 218 was targeting. He felt stafFs recommendations to maintain as much of the existing district as possible, and return with options as to the other services, were sound. He requested staff keep the Council informed of related legislation. . Councilmember Wong agreed with the directions offered in the staff recommendations. Mayor Touhey suggested the next issue of Today as a forum for informing the citizens of the impacts in West Covina of Proposition 218.
