The special meeting of the West Covina City Council, scheduled for 5:30 pm, was called to order at 5:55 pm in
the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Mayor Pro Tem McFadden, Councilmembers Herfert,
Manners, Wong

CLOSED SESSION Mayor Touhey convened the closed session at 5:55 pm to discuss the
