JANUARY 21,1997
The special meeting of the West Covina City Council scheduled for 5:30 pm was called to order at 6:07 pm by
Councilmember Herfert in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West
Covina.
ROLL CALL Mayor Touhey (arrived at 6:38 pm), Mayor Pro Tem McFadden
(arrived at 6:43 pm), Councilmembers Herfert, Manners, Wong
Others Present: Starbird, Wylie, Glover, Andra Greene

CLOSED SESSION The closed session commenced at 6:07 pm for the following discus-
sion:
