MINUTES REGULAR CITY COUNCIL MEETING WEST COVINA, CALIFORNIA JANUARY 7, 1997 The regular meeting of the West Covina City Council was called to order at 7:47 pm by Mayor Touhey in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by City Manager Starbird and the Pledge of Allegiance was led by Mayor Touhey. ROLL CALL Mayor Touhey, Mayor Pro Tem McFadden, CouncHmembers Herfert, Manners, Wong Others Present: Starbird, Wylie, Martyn, Miller, Glover, Greene, Samaniego, Ure, Collier, Mayer, Jones, Tucker, Dillon, Fong, McIsaac, Keating, Berry APPROVAL OF MINUTES Councilmember Wong corrected the word "such" to "she" on page three of the minutes for the regular meeting of November 19, 1996. Motion by Manners and seconded by McFadden to approve the minutes of the regular meeting of November 19, 1996, as cor- rected above, and the minutes for the regular meeting of December 17, 1996. Motion carried 5-0. PRESENTATION Mayor Touhey presented a resolution of commendation to Teofilo Guadiz IV for serving as a commissioner on the Human Services Commission. HEARINGS No hearings scheduled for this meeting. AGENDA AND ORAL COMMUNICATIONS Katherine Castucci Katherine Castucci, 430 S. Pima, urged Council to approve the salary increases for Police and Fire Safety Management employees (Item J-1). She also commented on the Police Department's request for $4,000 to send representatives to the Presidential Inaugural scheduled for January 20, 1997. She asked for a breakdown of the expected costs and how would the shifts be covered for those going to Washington. Sharon Frasca-Williams Sharon Frasca-Williams, a W.C. reserve police officer and one-half of the equestrian pair chosen to attend the Presidential Inaugural. She responded to the questions posed by Ms. Castucci and provided additional information. Mike Jules Mike Jules, 1318 Mariana Street, urged Council to move forward with purchasing the portable snackbar for South Hills Little League, as it takes 60 days to build it (Item 0-1). Richard Melendez Richard Melendez, 2660 S. Greenleaf Drive, requested Council to consider West Covina as a site for the "Moving Vietnam Memorial Wall." He submitted,a packet of information and application. City Council Minutes of 1/7/97 Katherine Castucci Katherine Castucci, 430 S. Ordinance for Adoption (waive reading & adopt) Ordinance 1983 - ORDINANCE NO. 1983 - AN ORDINANCE OF THE CITY Storm Water & Urban Run-off COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CHAPTER 9 OF THE WEST COVINA MUNICI- PAL CODE BY DELETING EXISTING SECTIONS 9-26 THROUGH 9-36, INCLUSIVE, AND ADDING PROVISIONS PERTAINING TO CONTROL OF MUNICIPAL STORM WATER AND URBAN RUN-OFF DISCHARGE Award of Bid - PP 97203 - Snack Bar Remodel at Del Norte Park Location: 1500 West Rowland Avenue PP 97203 - Recommendation is to accept the bid of JMAR Corporation, Ingle- JMAR Corporation wood, as submitted at the bid opening of December 31, 1996, in the amount of $37,700.00, and authorize the Mayor and City Clerk to execute the Mayor and City Clerk to execute the contract. Miscellaneous - Public Works 1) PP 97224 - Edgewood parking Lot Expansion - Approval of Plans and Specifications Recommendation is to approve the plans and specifications for PP 97224 and authorize the City Engineer to advertise for bids. 2) PP 97227 - Basketball Court Lighting at Orangewood Park - Approval of Plans and Specifications Recommendation is to approve the plans and specifications for PP 97227 and authorize the City Engineer to advertise for bids. City Council Minutes of 1/7/97 Miscellaneous - Police Department 53rd Presidential Inaugural Recommendation is to approve the West Covina Police Department's participation in this prestigious event. CONSENT CALENDAR MOTION Motion by Manners and seconded by McFadden to waive further reading of the ordinance and adopt, and to approve all other items listed. Motion carried by roll call vote: AYES: Herfert, Manners, McFadden, Wong, Touhey NOES: None PUBLIC WORKS REQUEST FOR TRAFFIC SIGNAL AT THE INTER- SECTION OF AMAR ROAD AND WESTPORT DRIVE Traffic Signal at Amar/Westport City Engineer Glover presented the staff report and responded to Council questions and comments. Councilmember Herfert stated his support for a traffic signal at the intersection. Councilmember Manners noted that she has not heard an outcry for a signal at this intersection and could not support the project. Councilmember Wong concurred, stating that the infor- mation presented didn't justify the installation of a signal. Motion by Herfert and seconded by Touhey to direct the City Engineer to prepare plans and specifications for a traffic signal at Amar Road and Westport Drive. Motion failed 2-3 with Manners, McFadden, and Wong voting no. Councilmember Wong suggested that staff continue to study this, with an emphasis on the left and right turns from Westport. Councilmember Herfert was agreeable and suggested further that when it's time, notify the public for their comments. WASTE MANAGEMENT ENFORCEMENT AGENCY (LEA) No reports. ENVIRONMENTAL SERVICES No reports. COMMUNITY DEVELOPMENT PLANNING DEPARTMENT TREE DEBRIS IN RESIDENTIAL NEIGHBORHOODS Planning Director Collier presented the staff report. Tree Debris in Motion by Wong and seconded by Touhey to receive and file Residential Neighborhoods the staff report and direct staff to continue worldng with residents who are having problems. A substitute motion was offered by McFadden and seconded by Manners to direct staff to prepare an ordinance, using examples from other cities. The substitute motion failed 2-3 with Herfert, " Wong, and Touhey voting no. The original motion passed 4-1 with McFadden voting no. • REDEVELOPMENT AGENCY Mayor Touhey recessed the City Council meeting at 9:03 pm to convene the Redevelopment Agency meeting. The City Council reconvened at 9:37 pm with all members present. 3 City Council Minutes of 1/7/97 Recess Mayor Touhey recessed the City Council meeting at 9:37 pm and reconvened the City Council at 9:50 pm with all members present. PARKING AUTHORITY Mayor Touhey recessed the City Council meeting at 9:50 pm to convene the Parking Authority meeting. The City Council reconvened at 9:54 pm with all members present: HUMAN SERVICES 1) YOUTH SPORTS CODE OF CONDUCT . Assistant City Manager Wylie presented the staff report. Youth Sports Code of Conduct Councilmember Wong made several suggestions to the proposed Code of Conduct and Council concurred with his ideas. Motion by Manners and seconded by Herfert to approve the Youth Sports Code of Conduct and the enforce- ment procedures, and include the suggestions offered by Councilmember Wong. Councilmember Herfert requested the City Manager to designate a staff member to work with the sports leagues. 2) FAIR HOUSING IMPEDIMENTS REPORT Fair Housing Impediments Report Council reviewed the staff report. Councilmember Wong noted that several of the pages made reference to other cities in the statistical data, rather than West Covina. It was acknowledged that although the report covered the San Gabriel Valley, pages pertinent to West Covina should be so labeled. Motion by Herfert and seconded by Manners to approve the Final Analysis of Impediments to Far Housing Report and authorize its submittal to the U. S. Department of Housing and Urban Development. Motion carried 5-0. PUBLIC SAFETY FIRE DEPARTMENT CITY OF COVINA - REQUEST FOR FIRE SERVICES PROPOSAL Covina Fire Service Fire Chief Greene presented the staff report with additional com- ments offered by City Manager Starbird. They recommended that West Covina seek service level requirements from the City of Covina before conducting any work on a proposal. Motion by McFadden and seconded by Manners to solicit information from Covina for the preparation of a proposal, but postpone any work until after Covina's March election. Motion carried 5-0. ADMINISTRATIVE SERVICES PERSONNEL TRANSMISSION OF RESOLUTION PROVIDING SALARY CHANGES FOR POLICE AND FIRE MANAGEMENT EMPLOYEES Council reviewed the staff report. Cl City Council Minutes of 1/7/97 City Clerk presented: Resolution 9404 - RESOLUTION NO. 9404 - A RESOLUTION OF THE PD/Fire Mgmt. Salary Increase CITY COUNCIL OF THE CITY OF WEST COVINA, CALI- FORNIA, AMENDING RESOLUTION NO. 9346, RELATING TO MANAGEMENT COMPENSATION; AND RESOLUTION NO. 7223, AS AMENDED, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS Motion by Manners and seconded by McFadden to waive further reading of the resolution and adopt. Motion carried 5-0. CITY ATTORNEY UDPATE OF PROPOSITION 208 City Attorney Marlyn presented an oral report relating findings of the Fair Political Practices Commission and the steps taken by the City of West Covina to comply with the regulations promulgated so far by the FPPC. Motion by Herfert and seconded by Touhey to receive and file the oral report. Motion carried 5-0. APPROVAL OF DEMANDS Motion by McFadden and seconded by Herfert to approve Demands totaling $1,594,365.39 as listed on check registers FI 166949 through 167263. Motion carried by roll call vote: AYES: Herfert, Manners, McFadden, Wong, Touhey NOES: None ABSTAIN: Herfert re SCE Touhey re WC Community Food Bank ORAL COMMUNICATIONS George Odgen George Ogden, 1249 Valinda Avenue, noted that the Tribune often references "West Covina" under the headlines for criminal cases being heard at Citrus Municipal Court located in the City of West Covina. He felt that this gives readers, at first glance, a negative image of the City. Only upon reading the article does one realize that it is referring to a case at the courthouse. He asked if the City could influence the Tribune in any way about this. Councilmember Herfert agreed with his concern and offered to write a letter to the Tribune. MAYOR'S REPORTS COUNCELAIENMERS' REPORTS Snackbar & Batting Cage Motion by Herfert and seconded by McFadden to approve a resolution of commendation for Susie Harvey. Motion carried 5-0. Motion by Herfert and seconded by Wong to approve a resolution of commendation for Citizen of the Year. Motion carried 5-0. PLACEMENT OF PORTABLE SNACKBAR AND BATTING CAGE AT HOLLENCREST SCHOOL Council reviewed the staff report. Motion by Herfert and seconded by McFadden to move forward with the purchase, of the portable snackbar. Motion carried 5-0. City Council Minutes of 1/7/97 Manners Councilmember Manners noted two West Covina residents have recently made the Tribune for outstanding deeds and she suggested that Council recognize both of them. One is Rachel Donelan, an eight -year old who is credited with saving her family from a fire caused by the family Christmas tree. The other is Timothy Durkovic, a young man who won a piano competition to give a recital in Budapest. Herfert Councilmember Herfert requested that Thursday evening's special meeting, January 16th, scheduled for 5:00 pm be televised..
