REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
December 3, 1996
7:30 p.m.
• The regular meeting of the West Covina City Council was called to order at 7:37 p.m. by Mayor
Touhey in the City Council Chambers, 1444 West Garvey Avenue,West Covina, California. The
invocation was given by Assistant City Manager Wylie and the Pledge of Allegiance was led by
Mayor Touhey.
ROLL CALL Mayor Touhey, Mayor Pro Tem McFadden,
Councilmembers Herfert, Manners, Wong
Others Present . Starbird, Wylie, Buchanan, Mayer, Martyn, Miller, Greene,
Collier, Keating, Mclsaac, Samaniego, Jones, Yoshizaki,

PRESENTATIONS Mayor Touhey presented Andrew Steinsapir with a
Certificate of Recognition for raising $78.00 to fed the
homeless.
HEARINGS No hearings were scheduled for this meeting.
AGENDA AND ORAL COMMUNICATIONS
Royal Brown. Royal Brown, 2153 Aroma Drive, (Item N-2), applauded
the Mayor for addressing the issue of helping West Covina's
youth. He stated that the City needs diversion programs and
expressed his support for the Mayor's proposal for funding
for school field trips.
Iris Delameter Iris Delameter, 1212 W. Eckerman, (Item N-2), expressed
support for the school field trips, but stated that she had
concerns about the school bus seat belts. She also stated that
she feels that schools in the surrounding districts should
benefit from the program. Addressing a non -agenda issue,
Ms. Delameter commented that staff should be supported in
its effort to ensure that the work on the Edwards Theatre
Project is done properly.
Jean Arneson Jean Arneson, 1116 Donna Beth, stated that Council did not
close BKK to toxic disposal. She also commented on
Councilmember Manners' statements regarding her past
positions on the BKK matter.
Mayor Touhey asked if any items should be pulled from the Consent Calendar. Motion by Wong,
seconded by Herfert to pull Items C-7 and C-9a from the Consent Calendar for separate
consideration. Motion carried 5-0.

personal injuries. The amount of claim had not been

a current cost of $2,976 per month and authorize the
Mayor to sign the agreement.
2) PP-96219 Expansion of Existing Restroom at
Walmerado Park
Recommendation is to accept the bid of Whelan
Construction in the amount of $48,396.00, and
authorize the Mayor and City Clerk to execute an
agreement with same for the work to be done.
3) GP-97307 New Roof for Fire Station No. 4
Recommendation is to accept the bid of Whelan
Construction in the amount of $18,950.00 and
authorize the Mayor and City Clerk to execute an
agreement with same for the work to be done.
Miscellaneous - Public Works
Possible Traffic Signal at Amar Road and Westport St.
Recommendation is to receive and file the information
reflected in the staff report.
Miscellaneous - Environmental Services
Christmas Tree Recycling Christmas Tree Recycling Program
Recommendation is to receive and file the report on the
City's Annual Christmas Tree Recycling Program.
CONSENT CALENDAR MOTION Motion by Wong, seconded by Herfert to waive further
reading of the resolution and adopt, and to approve all other
items listed, except: Items C-7 and C-9a. Motion carried by
roll call vote:

NOES: None
Council Comment Councilmember Wong raised concerns regarding a Traffic
Committee issue of two hour parking on Azusa Avenue. He
feels that the City should look at the total problem of used
car sales on public streets instead of just this one location.
City Manager Starbird addressed his concerns, stating that
staff is looking for a means to alleviate the problem citywide.
Item C-7 Councilmember Herfert raised concerns with the
language regarding signs in the public right of way. Council
discussed the issue and favored holding the adoption of the
sign ordinance over to the December 17, 1996 meeting.
Motion by Manners, seconded by Wong to hold this
ordinance over. Motion carried 5-0.

Motion by Manners, seconded by Herfert to waive
further reading of the ordinance and adopt. Motion carried
3-2 with Touhey and McFadden dissenting.
Item C-9a Councilmember Herfert made a brief comment on a possible
traffic signal at Amar Road and Westport Street and urged
staff to bring this issue back to Council as soon as possible.
Motion by Herfert, seconded by Manners to receive
and file the report. Motion carried 5-0.

Redevelopment Agency
Mayor Touhey recessed the City Council meeting at 8:05 pm
to convene the Redevelopment Agency meeting. The City
Council reconvened at 8:07 p.m. with all members present.
HUMAN SERVICES No reports.
PUBLIC SAFETY SERVICES Police Department
Digital Photography System Digital Photography System
City Manager presented the staff report. Councilmember
Wong stated that he was concerned about the appropriateness
of using Drug Asset Forfeiture Funds for equipment that
would be used in the entire Police Department. Police Chief
Distelrath explained that the funds do not have to be used
solely for drug enforcement efforts.
Motion by Herfert,, seconded by McFadden to
approve the purchase of the digital photography equipment.
Motion carried 5-0.

City Council Questions Regarding Business License and
Business Improvement Tax
City Manager Starbird spoke briefly on the report.
Motion by Wong, seconded by McFadden to receive
and file the report. Motion carried 5-0.
Motion by Herfert, seconded by McFadden to approve
demands totaling $1,170,598.49 as listed of check registers
#166400 through #166685. Motion carried by roll call vote:

George Ogden, 1249 Valinda Avenue, urged the citizens to
display their American flags on December 7, 1996 in honor
of the veterans that served at the attack on Pearl Harbor.

Request for Consideration of Funding for School Field
Trip Program/School Bus Seatbelts
School Field Trips & Seatbelts Mayor Touhey made a brief presentation on the use
of Prop A funds and recommended that his request for
school bus seatbelts go to the Joint Committee of the City
and the W.C.U.S.D. for consideration. He also
recommended that the Joint Committee open up dialogue
with the surrounding school districts, as West Covina is
served by several districts.
Assistant City Manager Wylie provided some Prop A
stats. He noted that the MTA has some strict regulations on
the use of these funds and suggested that Council approach
this concept carefully as to not violate the regulations.
City Manager Starbird explained that the City could
sell its Prop A money for about $0.68 on the $1.00 and
fund the program utilizing the "unrestricted funds", hence,
eliminating any obstacles with the regulations.
. Councilmember Manners stated that the Council need
to consider all options and get input from the school districts.
• Councilmember Herfert expressed his support for the
program and urged the Mayor to go to the Council of
Governments and try to get other cities to embrace the idea.
Motion by Touhey, seconded by Herfert to approve
the concept and direct staff to draft a program, discuss
issues, regulations and implementation of the program.
Motion carried 5-0.
