•The special meeting of the West Covina City Council, scheduled for 5:30 pm, was called to order by
Mayor Touhey at 5:50 pm in the City Manager's Conference Room at City Hall, 1444 W. Garvey
Avenue, West Covina.

Absent: Mayor Pro Tem McFadden, Councilmember Herfert

The closed session concluded at 5:57 pm.
Motion by Touhey and seconded by Manners to adjourn the meeting
at 5:57 pm. Motion carried 3-0.
