OCTOBER 15, 1996
The special meeting of the West Covina City Council, scheduled for 5:30 pm, was called to order by
Mayor Pro Tern McFadden at 5:55 pm in the City Manager's Conference Room at City Hall, 1444 W.
Garvey Avenue, West Covina.

Absent: Mayor Touhey, Councilmember Herfert

CLOSED SESSION Mayor Pro Tern McFadden commenced -the closed session at 5:55
pm to consider the following matter:
